OF CLOSED PRE-APPLICATION TELECONFERENCE HELD ON SEPTEMBER 7, 2017, BETWEEN THE U.S. NUCLEAR REGULATORY COMMISSION STAFF AND FLORIDA POWER & LIGHT COMPANY REPRESENTATIVES TO DISCUSS THE ENVIRONMENTAL REPORT ASSOCIATED WITH THE TURKEY POINT NUCLEAR GENERATING UNITS 3 AND 4, SUBSEQUENT LICENSE RENEWAL APPLICATION On September 7, 2017, the U.S. Nuclear Regulatory Commission (NRC) staff met with representatives of Florida Power & Light Company in a closed door meeting to discuss the subsequent license renewal application for the Turkey Point Nuclear Generating Units 3 and 4.

SUMMARY

SEPTEMBER 7, 2017 On May 17, 2017, Florida Power & Light Company (FPL or the applicant) submitted a Notice of Intent (Agencywide Documents Access and Management System (ADAMS) Accession Nos. ML17142A036 (non-public, proprietary) and ML17139D442 (public, non-proprietary)) to submit a subsequent license renewal application (SLRA) for Turkey Point Nuclear Generating Unit Nos. 3 and 4 (Turkey Point). This Notice of Intent was submitted as proprietary information. On May 25, 2017, the U.S. Nuclear Regulatory Commission (NRC) staff issued its approval of FPLs request for withholding information from public disclosure (ADAMS Accession Nos. ML17096A477 (non-public, proprietary) and ML17139D441 (public, non-proprietary)).

On September 7, 2017, the NRC staff participated in a pre-application, closed teleconference with FPL to discuss the content of the Turkey Point SLRA Environmental Report (ER). The proprietary meeting notice was issued on August 23, 2017 (ADAMS Accession No. ML17229B531), and was supplemented with additional topics to be discussed on September 5, 2017 (ADAMS Accession No. ML17249A938).

The discussion followed the list of topics previously provided:

1. Water Quality 401 Certification, waiver, or other determination to support subsequent license renewal The applicant explained that this is available from the State of Florida and will provide the public website to obtain a copy of the certificate.
2. Status of NPDES permit renewal The facility has current individual waste and discharge permits which can also be found on the State of Floridas public website.
3. Brief summary and current status (monitoring only, remediation, etc.) of any inadvertent releases of radionuclides to groundwater.

The applicant stated that there are no active releases or confirmed releases and will be discussed in Section 3.6 of the Environmental Report.

4. Aquatic or terrestrial ecology studies that have been performed since the initial license renewal, such as those that may have been performed to demonstrate compliance with other laws or regulations (e.g., Clean Water Act)

Many of these studies are already available to the NRC staff and public as part of the Turkey Point Generating Units 6 and 7 Combined Operating License review. In addition, there are State requirements and dredging permits that also provide for ecological monitoring, including an annual crocodile monitoring survey.

5. Federally listed species and critical habitats present, potential impacts on those species and habitats, and discussion of any relevant communications with the U.S. Fish and Wildlife Service (FWS) or National Marine Fisheries Service (NMFS), with an emphasis on any newly listed species since the initial license renewal The applicant stated that NRC issued an environmental assessment in Calendar Year 2015 for increasing the temperature limit for the ultimate heat sink and that no pre-submittal discussions have occurred with either FWS or NMFS.
6. Potential impacts on Essential Fish Habitat, including prey of Federally managed species, and discussion of any relevant communications with NMFS The applicant stated that no discussions with NMFS have occurred and wont occur until after the SLRA has been submitted.
7. Historic or cultural resources discovered subsequent to initial license renewal within the area of potential effect, and the status of any associated communications with State Historic Preservation Offices (SHPO) or tribal nations The applicant stated that no sites were identified within the impacted area. Further, the applicant stated that no communications have occurred with the SHPO or any tribal nations and none will occur until after the SLRA is submitted.
8. Anticipated refurbishment activities The applicant stated that no refurbishment activities were identified.
9. Summary of communication with local public health officials regarding the likelihood of the plants thermal discharge to increase the amount or concentration of thermophilic organisms near the vicinity of the plant.

The applicant explained that the cooling canals are a closed system and do not discharge to the surface water. Therefore, thermal discharges are not possible.

10. Does the plant plan to use high burnup fuel or used high burnup fuel as is mentioned in LaSalles ER and final SEIS (ADAMS Accession No. ML16238A029).

The applicant stated that no high burnup fuel is anticipated.

The meeting also included a short discussion of the Severe Accident Mitigation Alternatives (SAMAs). The NRC staff recommended that the applicant review the environmental impact statement the staff issued regarding the Limerick Generating Station license renewal application. The applicant stated that they are following Nuclear Energy Institute (NEI) Report 17-04, Model SLR New and Significant Assessment Approach for SAMA.

In response to an NRC staff question, the applicant stated that the ER contains a disposition of new and significant information regarding the Category 1 issues as defined in 10 CFR 51 Appendix B.
