SUMMARY

OF THE ENVIRONMENTAL SITE AUDIT RELATED TO THE REVIEW OF THE SUBSEQUENT LICENSE RENEWAL APPLICATION FOR TURKEY POINT NUCLEAR GENERATING UNITS NOS. 3 AND 4 (EPID NO. L-2018-LNE-0001)

Mr. Nazar:

On June 19-22, 2018, a review team consisting of staff from the U.S. Nuclear Regulatory Commission (NRC) staff and contractors from Pacific Northwest National Laboratory (PNNL) participated in a site audit at Turkey Point Nuclear Generating Units 3 and 4 (Turkey Point) in Homestead, FL, related to the environmental review of the Turkey Point subsequent license renewal application. The primary goal of the site visit was to review documentation and gather information to ensure that the environmental requirements of license renewal as codified in Title 10 of the Code of Federal Regulations Part 51 (10 CFR Part 51) are met, in accordance with the issued audit plan (Agencywide Documents Access and Management System (ADAMS)

Accession No. ML18158A335). The enclosure is a list of representatives from NRC, PNNL, and personnel from Florida Power & Light, Company (FPL), and its contractors who participated in the site audit.

The audit began on June 19, 2018, with an entrance meeting to introduce participants and to discuss logistics of the audit. Following the entrance meeting, the environmental review team participated in a site environmental tour briefing and then began site tours and discussions of Turkey Point with FPL staff, and its contractors.

During the remainder of the site audit, the environmental review team examined data used by FPL in preparation of the environmental report and met in smaller groups with FPL representatives to address the staff specific audit needs identified in the audit plan. These groups participated in various activities, including documentation review, area focused facility surveys and tours, and interviews with cognizant personnel. Specific tours were conducted for waste management, water resource - surface water, water resource - groundwater, aquatic resources, and metrological, air, and noise resource areas. Additionally, NRC staff independently observed two sites within the 6-mile radius of Turkey Point that are eligible for inclusions in the National Register of Historic Places, as part of its Historic and Cultural Resource review.

M. Nazar At the conclusion of the site audit, the environmental review team summarized the status of the review with FPL representatives during the exit meeting. Most of the team's questions identified in the audit plan or during the audit were answered through the conduct of the audit. Those that were not, will be answered by FPL, as it responds to a request for additional information (RAI) letter to be issued subsequently. These documents will be made publicly available in the NRC's ADAMS at http://www.nrc.gov/reading-rm/adams.html. At the exit, the team indicated that the environmental review was ongoing and that any additional information necessary to support the review would be formally requested via the RAI process, during the course of the review.

If you have any questions, please contact me by e-mail at Lois.James@nrc.gov.

Sincerely,

/RA/
