OF JULY 2, 2018, TELECONFERENCE BETWEEN THE U.S. NUCLEAR REGULATORY COMMISSION AND THE SEMINOLE NATION OF OKLAHOMA REGARDING THE TURKEY POINT NUCLEAR GENERATING UNITS 3 AND 4 SUBSEQUENT LICENSE RENEWAL APPLICATION (EPID NO. L-2018-LNE-0001)

SUMMARY

On July 2, 2018, a teleconference was held between the U.S. Nuclear Regulatory Commission (NRC) staff and the Seminole Nation of Oklahoma Tribal Historic Preservation Officer (THPO).

The purpose of the teleconference was to discuss NRCs environmental review of Florida Power

& Light Companys application for the subsequent license renewal of Turkey Point Nuclear Generating Units 3 and 4 Renewed Facility Operating License Nos. DPR-31 and DPR-41 and the THPOs request for Section 106 of the National Historic Preservation Act of 1966 consultation meetings (Agencywide Documents Access and Management System Accession No. ML18169A152). No members of the public were in attendance as this was a government-to-government meeting. During the teleconference, NRC staff stated:

  • The NRC has received an application from Florida Power & Light for the subsequent renewal of the existing Turkey Point Nuclear Generating Units 3 and 4 Renewed Facility Operating Licenses.
  • The NRC is conducting a review of the environmental effects of renewing the operating licenses.
  • There are no ground disturbing activities associated with this proposed action and as described in the applicants Environmental Report, Florida Power & Light has administrative controls in place for management of inadvertent discoveries.
  • Turkey Point Nuclear Generating Units 3 and 4 discharge water to a closed system of cooling canals located within the plant site.

  • The NRC will forward the draft site-specific supplement to the Generic Environmental Impact Statement for License Renewal of Nuclear Plants, NUREG-1437, to the THPO for review and comment when it becomes available.

The THPO stated that his initial request for consultation centered around concerns associated with potential impacts to submerged cultural resources along the plants shoreline. The THPO clarified that, upon learning that the proposed action pertains to the license renewal of the existing Units 3 and 4 and that the plant uses a closed system of cooling canals rather than discharging into Biscayne Bay, he no longer has concerns pertaining to license renewal of Turkey Point Nuclear Generating Units 3 and 4 and that at this time no further consultation meetings are needed. The THPO requested that the NRC provide a summary of the teleconference via e-mail and a list of flora present at the Turkey Point site.

  • NRC staff provide a summary of July 2, 2018 teleconference to the Seminole Nation of Oklahoma THPO (Status: action completed, summary provided via e-mail on July 3, 2018).
  • NRC staff provide a list of flora present at the Turkey Point site to the Seminole Nation of Oklahoma THPO (Status: a 2017 ecological monitoring survey of the Turkey Point site and vicinity was provide via e-mail on July 9, 2019. Additionally, the Turkey Point Nuclear Generating Units 3 and 4 draft site-specific supplemental environmental impact statement will discuss the terrestrial environment and common flora).
