ORDER On May 2, 2018, the NRC provided notice in the Federal Register of Florida Power &

Light Company (FPL)s application for the subsequent license renewal of its operating licenses for Turkey Point Nuclear Generating Unit Numbers 3 and 4.1 The Federal Register notice set a deadline of July 2, 2018, for members of the public to file a request for a hearing and petition for leave to intervene on FPLs application.

The Natural Resources Defense Council (NRDC) and the Friends of the Earth (FOE) request a 120-day extension of time to file hearing petitions on FPLs application.2 NRDC/FOE explain that they seek an extension of time because FPLs license-renewal application is the first request from a nuclear operator to extend the life of an operating reactor to eighty years.

opposed to a short extension of time because the current filing deadline falls within a holiday week.3 The Southern Alliance for Clean Energy (SACE) also requests an extension of time.

SACE requests a 91-day extension of time until October 1, 2018, to file hearing petitions, and SACE also requests that the deadline be extended for all potential parties.4 Like NRDC/FOE, SACE primarily argues that the first-of-its-kind nature of FPLs subsequent license renewal applicationan application that would allow Turkey Point to operate for eighty yearsis sufficient grounds for an extension of time. The NRC Staff opposes SACEs 91-day extension request, although the NRC Staff explains that it would not oppose a reasonable extension of time.5 After reviewing all pleadings, I hereby grant, in part, NRDC/FOEs and SACEs requests by extending the deadline an additional thirty days for all interested persons to file hearing petitions. All interested persons now have until August 1, 2018, to file hearing petitions on FPLs license application.
