SUMMARY

NOVEMBER 21, 2017 On May 17, 2017, Florida Power & Light Company (FPL or, the applicant) submitted a Notice of Intent (Agencywide Documents Access and Management System (ADAMS) Accession Nos. ML17142A036 (non-public, proprietary) and ML17139D442 (public, non-proprietary)) to submit a supplemental license renewal application (SLRA) for Turkey Point Nuclear Generating Units 3 and 4 (Turkey Point). This Notice of Intent was submitted as proprietary information.

On May 25, 2017, the U.S. Nuclear Regulatory Commission (NRC) staff issued its approval of FPLs request for withholding information from public disclosure (ADAMS Accession Nos. ML17096A477 (non-public, proprietary) and ML17139D441 (public, non-proprietary)).

On November 21, 2017, the NRC staff participated in a pre-application, closed teleconference with FPL to discuss the content of the Turkey Point SLRA, specifically cable and electrical aging management programs (AMPs). The proprietary meeting notice was issued on November 17, 2017 (ADAMS Accession No. ML17361A292).

The discussion focused on the following four topics:

Cable aging management programs - Condition monitoring tests and techniques, as well as technical basis to support cable life for 60 to 80 years Electrical time-limited aging analyses (TLAA) equipment qualification (EQ) - Methods used for re-analysis and/or condition-based qualification (use of margins, conservatism, environmental data used for re-analysis, etc.)

New AMP in NUREG-2191, Rev. 0, Generic Aging Lessons Learned for Subsequent License Renewal (GALL-SLR) Report, dated July 2017, (high voltage insulators)

New Further Evaluation Item in NUREG-2192, Rev. 0, Standard Review Plan for Review of Subsequent License Renewal Applications for Nuclear Power Plants (SRP-SLR), dated July 2017 (3.6.2.2.2 Cable Bus)

The applicant stated that the Turkey Point renewed license was submitted and approved prior to implementation of NUREG-1801, Generic Aging Lessons Learned (GALL) Report, dated July 2001, and is called pre-GALL plant. The applicant explained that their SLRA will be addressing all AMPs and TLAAs in all of the GALL Report revisions (July 2001,

OFFICIAL USE ONLY - PROPRIETARY INFORMATION OFFICIAL USE ONLY - PROPRIETARY INFORMATION September 2005, and December 2010) and in the GALL-SLR Report (July 2017). This required several new programs, including:

XI.E2 - Electrical Insulation for Electrical Cables and Connections Not Subject to 10 CFR 50.49 Environmental Qualification Requirements Used in Instrument Circuits XI.E3A - Electrical Insulation for Inaccessible Medium-Voltage Power Cables Not Subject to 10 CFR 50.49 Environmental Qualification Requirements XI.E3B - Electrical Insulation for Inaccessible Instrument and Control Cables Not Subject to 10 CFR 50.49 Environmental Qualification Requirements XI.E3C - Electrical Insulation for Inaccessible Low-Voltage Power Cables Not Subject to 10 CFR 50.49 Environmental Qualification Requirements XI.E6 - Electrical Cable Connections Not Subject to 10 CFR 50.49 Environmental Qualification Requirements XI.E7 - High-Voltage Insulators The applicant further stated that X1.E1, Electrical Insulation for Electrical Cables and Connections Not Subject to 10 CFR 50.49 Environmental Qualification Requirements, will be enhanced.

Regarding XI.E4, Metal-Enclosed Bus, and XI.E5, Fuse Holders, the applicant stated that Turkey Point does not have any components that fall under these AMPs.

With respect to the EQ TLAA, the applicant stated that the SLRA contains a program description with a disposition of 10 CFR 54.21(c)(1)(iii), the effects of aging on the intended function(s) will be adequately managed for the period of extended operation. The applicant asked if all of the EQ calculations needed to be provided on the review portal. The NRC staff stated that a list of EQ calculations should be provided with the SLRA and the staff will select a sample to review.
