By letter dated May 25, 2017 (Agencywide Document Access and Management Systems (ADAMS) Accession No. ML17153A285), Entergy Operations, Inc. submitted an application for Renewal of Operating License No, NPF-47 for the River Bend Station, Unit 1 (RBS). The staff of the U.S. Nuclear Regulatory Commission (NRC) is reviewing this application in accordance with the guidance in NUREG-1800, Standard Review Plan for Review of License Renewal Applications for Nuclear Power Plants.

The NRC staff plans to conduct its Scoping and Screening Methodology Regulatory audit onsite at the RBS from October 24, 2017, through October 27, 2017, in accordance with the enclosed regulatory audit plan.

Scoping and Screening Methodology Audit for the River Bend Station, Unit 1, License Renewal Application

1. Background The NRC staff will perform a review of the methodology used by the applicant to identify the systems, structures and components (SSCs) to be included within the scope of license renewal and subject to an aging management review (AMR) in accordance with the requirements of Title 10 of the Code of Federal Regulations (10 CFR) Parts 54.4(a) and 10 CFR 54.21. These activities are performed as part of the staffs review of the River Bend Station, Unit 1 (River Bend), license renewal application.
2. Regulatory Audit Bases License renewal requirements are specified in 10 CFR Part 54, Requirements for Renewal of Operating Licenses for Nuclear Power Plants. Guidance is provided in NUREG-1800, Rev. 2, Standard Review Plan for Review of License Renewal Applications for Nuclear Power Plants (SRP-LR), dated December 2010, and NUREG-1801, Rev. 2, Generic Aging Lessons Learned (GALL) Report, dated December 2010.
3. Regulatory Audit Scope The scope of this regulatory audit is to review the applicants scoping and screening methodology used to identify SSCs within the scope license renewal and subject to aging management review. The review is performed to evaluate the scoping and screening process as documented in the license renewal application, implementing procedures, reports and drawings, such that the staff:
  • Obtains an understanding of the process used to identify the SSCs within the scope of license renewal and to identify the structures and components subject to an aging management review.
  • Has sufficient docketed information to allow the staff to reach a conclusion on the adequacy of the scoping and screening methodology as documented and applied.
4. Information and Other Material Necessary for the Regulatory Audit As described in the Audit Needs List.
5. Team Assignments and Schedule Team members are Angela Buford, David Nold and Bill Rogers and are assigned the following activities as indicated in the schedule.

Tuesday 10/24 Entrance Briefing

  • Applicant presentation on references, tools, procedures and reports - approach to scoping and screening methodology developed and applied to meet the requirements of 10 CFR 54.4(a) and 10 CFR 54.21. Include technical references used for scoping and screening - updated final safety analysis report (UFSAR), equipment database, Maintenance Rule information; program tools used for License Renewal Application development (database); implementing procedures, guidance documents and reports and the plant structural layout.   • Review scoping and screening methodology (a)(1) and (a)(3) for mechanical systems and components (SCs) - detailed review of scoping and screening methodology, applicable to the mechanical discipline. Including: implementing procedures; source information; electronic databases; definition of safety-related; design bases events consideration; identification of SSCs within scope; identification of intended functions; scoping/screening boundaries; license renewal drawings; identification of SCs subject to AMR; and scoping and screening reports. Discuss commodities, consumables, insulation, overhead handling systems, abandoned equipment, and staged equipment, as applicable. (Buford, Nold, Rogers)
  • Daily review of audit activities (each day) at 4:30 p.m. (Rogers)

Wednesday 10/25

  • Review scoping and screening methodology (a)(2) for mechanical SCs - detailed review of scoping and screening methodology, applicable to the mechanical discipline. Including implementing procedures; source information; electronic databases; identification of SSCs within scope; scoping/screening boundaries; license renewal drawings; identification of SCs subject to AMR; exceptions taken to Nuclear Energy Institute 95-10, Appendix F; and scoping and screening reports. Discuss commodities, consumables, insulation, overhead handling systems, abandoned equipment, and staged equipment, as applicable. (Buford, Nold, Rogers)
  • Review scoping and screening methodology (a)(1), (a)(2) and (a)(3) for structural SCs -

focusing on the differences from the previous discussion on mechanical SCs, as applicable to the structural discipline. Discuss commodities, consumables, insulation, overhead handling systems, abandoned equipment, and staged equipment, as applicable. (Buford, Rogers)

Thursday 10/26

  • Review scoping and screening methodology (a)(1), (a)(2), and (a)(3) for electrical and I&C SCs - discuss systems and commodities as applicable. (Rogers)
  • Walkdown of structures and systems within the scope of license renewal in accordance with 10 CFR 54.4(a)(2) - staff review of system design-basis documents, scoping and screening reports and drawings for selected structures/systems, followed by walk downs of selected portions of the structures/systems. (Buford, Nold, Rogers)

Friday 10/27

  • NRC team review - staff final review of implementing procedures, basis documents and reports and breakout discussions with the applicant, as necessary. (Buford, Nold, Rogers)
  • Exit Briefing
6. Logistics The audit will be conducted on location at River Bend, Unit 1, the week of October 23, 2017.

Entrance and exit briefings will be held at the beginning and end of the audit, respectively.

7. Special Requests The staff requests the applicant to provide access to applicant information, as discussed in the Audit Needs List. The NRC staff requests a suitable facility for the audit team to gather during the audit and to hold meetings between staff and applicant personnel.
8. Deliverables An audit report should be issued to the applicant within 45 days from the end of the audit.

Scoping and Screening Methodology Audit for the River Bend Station, Unit 1, License Renewal Application - Audit Needs List The following information may be made accessible in physical form or electronic form via the portal:

  • Engineering reports and procedures which contain requirements or guidelines for the implementation of scoping and screening methodology.
  • 10 CFR 54.4(a)(3) plant evaluations, implementing procedures and any specific analyses performed.
  • Description of the design-basis events included in the UFSAR, and all other additional events (e.g. high energy line break, fire, high wind, earthquakes, flooding, tornadoes),

which were evaluated during the scoping process.

  • Site drawing with structural locations.
  • Seismic analysis documents and hanger drawings used to support (a)(2) evaluation.
  • System design-basis documents and SC level scoping and screening reports for selected systems and structures.
  • Assisted access to the plant equipment database and applicable administrative controls procedures.
  • Assisted access to the corrective action and operating experience database and applicable administrative controls procedures.
