Dear Mr. Maguire:

By letter dated May 25, 2017, Entergy Operations, Inc. (Entergy) submitted an application for renewal of operating license NPF-47 for the River Bend Station, Unit 1. The staff of the U.S.

Nuclear Regulatory Commission (NRC or the staff) is reviewing this application in accordance with the guidance in NUREG-1800, Standard Review Plan for Review of License Renewal Applications for Nuclear Power Plants.

The staff plans to conduct its Operating Experience Review at the Nuclear Energy Institute office in Rockville, Maryland from October 2, 2017, through October 13, 2017, in accordance with the enclosed operating experience review audit plan. Plan For The Operating Experience Review Audit Regarding The River Bend Station Unit 1, License Renewal Application

1. Background The NRC staff performs an independent review of plant specific operating experience to identify examples of age related degradation, as documented in the applicants corrective action program database. These activities are performed as part of the staffs review of the River Bend Station (RBS) license renewal application.
2. Regulatory Audit Bases License renewal requirements are specified in Title 10 of the Code of Federal Regulations (10 CFR), Part 54, Requirements for Renewal of Operating Licenses for Nuclear Power Plants.

Guidance is provided in NUREG-1800, Rev. 2, Standard Review Plan for Review of License Renewal Applications for Nuclear Power Plants (SRP-LR), dated December 2010, and NUREG-1801, Rev. 2, Generic Aging Lessons Learned (GALL) Report, dated December 2010.

3. Regulatory Audit Scope The scope of this license renewal regulatory audit of RBS is the staffs independent review of plant specific operating experience. The review is performed to identify pertinent examples of age related degradation, as documented in the applicants corrective action program database. The results of the audit will be used to support the staffs further review of aging management programs (AMP), time limited aging analyses (TLAAs) and aging management review line items to provide a basis for the staffs conclusions on the ability of the applicants proposed AMP and TLAAs to manage the effects of aging in the period of extended operation.

The staff will use risk insights to focus the breadth and depth of its review of plant specific operating experience. However, the staffs review is not limited to risk significant systems and components because 10 CFR Part 54 is a deterministic rule. The staff must conclude that there is reasonable assurance that activities will continue to be conducted in accordance with the current licensing basis and the effects of aging will be managed during the period of extended operation for all structures and components within the scope of 10 CFR Part 54.

6. Logistics The audit will be conducted on location at the Nuclear Energy Institute office, located in Rockville, Maryland, from of October 2 through October 13, 2017. Entrance and exit briefings will be held at the beginning and end of this audit, respectively.
7. Special Requests The staff requests River Bend to provide electronic access to Entergy information, as discussed in the Audit Needs List. The NRC staff requests a suitable facility for the audit team to caucus during the audit and to hold meetings between staff and Entergy personnel.
8. Deliverables An audit report should be issued to River Bend within 90 days from the end of the audit.

Operating Experience Review for the River Bend Station Unit 1, License Renewal Application Audit Needs List

1. Operating Experience Keyword Review Results The staff requests electronic access, using Entergy equipment, to the results of the operating keyword list query of Entergys corrective action database. The results are expected to be in an excel workbook, organized by keywords.
2. Corrective Action Program Database The staff requests electronic access, using Entergys equipment, to the Entergys corrective action database to perform independent searches of the database.
3. License Renewal Portal The staff requests electronic access, using Entergys equipment, to the license renewal portal.
