UNITED STATES DEPARTMENT OF COMMERCE National Oceanic and Atmospheric Administration NATIONAL OCEAN SERVICE Florida Keys National Marine Sanctuary 33 East Quay Road Key West, Florida 33040 June 5, 2018 NOAA Florida Keys National Marine Sanctuary received notification via the Federal Register (83 FR 23726) bf the U.S. Nuclear Regulatory Commission's scoping process to gather information relevant to the preparation of an environmental impact statement to evaluate the environmental impacts for the renewal of operating licenses for Turkey Point Nuclear Plant Units 3 and 4. NOAA's Florida Keys National Marine Sanctuary (FKNMS) is a 2900 square nautical mile protected area extending from south Miami westward to beyond the islands of the Dry Tortugas.

The sanctuary was designated in 1990 in recognition of the nationally significant aquatic and marine resources of the area, including mangrove fringed islands, lush seagrass meadows, and the only living bank-barrier coral reef in the continental United States. Card Sound, which borders the southeastern edge of Turkey Point Nuclear Plant's canal cooling network, is wholly within the sanctuary and supports critical refuge areas for recreationally and commercially important species such as spiny lobster. The area's seagrass and mangrove resources additionally provide food and nursery services to multiple species of fish and invertebrates.

Given the importance of Card Sound's aquatic populations and habitats to the overall condition of the sanctuary, NOAA's Office of National Marine Sanctuaries requests that the U.S. Nuclear Regulatory Commission carefully evaluate the effects of continued permitting of Turkey Point Nuclear Plant Units 3 and 4 on these significant national resources.

We look forward to reviewing a robust analysis when the draft environmental impact statement is released.
