SUMMARY

NOVEMBER 17, 2017 On May 17, 2017, Florida Power & Light Company (FPL, the licensee) submitted a Notice of Intent (Agencywide Documents Access and Management System (ADAMS) Accession Nos. ML17142A036 (non-public, proprietary) and ML17139D442 (public, non-proprietary)) to submit a subsequent license renewal application (SLRA) for Turkey Point Nuclear Generating Units 3 and 4 (Turkey Point). This Notice of Intent was submitted as proprietary information.

On May 25, 2017, the U.S. Nuclear Regulatory Commission (NRC) staff issued its approval of FPLs request for withholding information from public disclosure (ADAMS Accession Nos. ML17096A477 (non-public, proprietary) and ML17139D441 (public, non-proprietary)).

On November 17, 2017, the NRC staff participated in a pre-application, closed teleconference with FPL to discuss the content of the Turkey Point SLRA, specifically with respect to how the applicant intended to address irradiated concrete degradation. The proprietary meeting notice was issued on November 1, 2017 (ADAMS Accession No. ML17297A097).

The NRC staff began the teleconference by stating the meeting objectives:

Discuss new and different items in the NUREG-2191, Rev. 0, Generic Aging Lessons Learned for Subsequent License Renewal (GALL-SLR) Report, dated July 2017, Discuss current NRC activities and concerns with irradiated concrete, Understand how irradiated concrete is being addressed in the SLRA, and Outline expectations for applicants in addressing irradiation in the SLRA.

The applicant stated that it has environmental qualification (EQ) information for neutron flux and gamma radiation. Based on this information, the fluence at the RPV cavity at the end of 80 years is project to be 9.7 x 1019 neutrons/cm2. The NRC staff asked if this was calculated based on taking current actual values and extrapolating or estimated. The applicant stated that the EQ evaluations were updated when the plant received an extended power uprate and that these updated EQ evaluations were used to calculate the RPV cavity fluence at 80 years.

The applicant discussed several EPRI reports issued in 2012, 2014, and 2016 and explained that it will be using these as references for the SLRA. The NRC staff pointed out that none of the referenced reports have been submitted to the NRC for review and endorsement; and cautioned the applicant about the manner in which they use such industry reports. The NRC also emphasized that the SLRA must contain sufficient relevant plant specific information for the staff to perform its review.
