In accordance wLth Technical Specificatiens for Rancho Seco Nuclear Generating Station. Section 6.9.4.2c and Regulater" Guide 1.16, Revision 4, Section C.2.b(3), the Sacrarento ':unicipal Utility District is hereby sub-mitting, a thirt y-day repert of Reportable Occurrence 79-24 Normally, the croling water for lube oil coolers on both High Pressure Inj ecticn pumps. P-2 39A and B, and the 'take-Up Purp, P-236, is supplied f rom the Component Cool in7 '.?at er Sys tem. During an SFAS initiation, the coolinp, water is supplied by the Nuclear Service Raw Water Systems. The lube oil coolers,as well as the asseciated room coolers, are supplied as follows:

1. A IIP 1 (P-23PA) - f rom the "A" NSRW Synte n 1
2. B llP! (P-238B) - f rom the "B" NSR'/ system i
3. Make-Up Purp (P-236) from either the "A" or "B" NSRW System.

(Since the ",ake-l'p Pumo can be utilized as either the "A" ,r ,

"B" IIPI - " .? , its associated equipment cenling water supply,  !

A revision to the loded val"e list , SP 214.03, was made to reflect the chan ;e.

llowe ve r , the operatinn p acedure which is used to place the M.U. pump into an SFAS standby for an ilPI pump was not revised.

l On Decenber 17, 1979, the I!ich Pressure Injection Pump, P-238B, was '

removed fror service to facilitate fire protcction =cdifications per Amendnent l No. 19. The "ake-1l, Pu~ P-23S .cas valved in as the "3" liigh Pressure Injection pump. This configuratinn cas believed to meet the Technical Specification Section 3.2.1 requirerent for centinued reactor operation. On January 9, 1980, it was discovered that neither SSRW supplies had been valved in to provide l cooling water flow to the associated lube oil or roen cooler. Since the l normal lube oil cooler uater supply (CCW) was in service, there were no adverse I effects on the punn. iicwever, since SEAS cooling water supply was not available  ;

to either the lube oil ecoler or the room cooler, the ability for the pump to perform its safety-related function was compromised. Upon discovery, the "B" l lii;;h Pressure Injection purr was returned to service and placed in SFAS standby.  !

Procedural changes are being initiated to the applicable operating p rocedure (s) . The revisions will be completed prior to return to power.

There were no plant transients nor power reductions associated with this event.
