Quad Cities Nuclear Power Station Docket Number 50-254, DPR-97, Unit One Enclosed is Licensee Event Report (LER)97-027, Revision 00, for Quad Cities Nuclear Power Station.
This report is submitted in accordance with the requirements of the Code of Federal Regulations, Title 10, Part 50.73(a)(2)(v)(D). The licensee shall report any event or condition that alone could have prevented the fulfillment of the safety function of structures or systems that are needed to mitigate the consequences of an accident.
The follow:ng commitments are being made by this letter:
- 1. The three failed TD2 relays from the EDGs have been sent to the Materials Engineering Group (MEG) for failure analysis. A new T0 relay has been procured for MEG to perform testing under simulated operating conditions to determine if environmental factors can alter how the timing mechanism functions. The results of these analyses as well as any associated corrective actions will be initiated by 030698.
- 2. Revise the Electronic Work Control System (EWCS) predefine by 020698 for QCEPM 0700-18 to have the EDG time delay relays, TD1 and TD2, calibrated based on frequency determined in # 3. If the results of testing determine the EDG TD1 and TD2 relays are operating satisfactorily this periodicity may be changed.

- 6. When the corrective actions are complete, the system engineer will conduct an effectiveness review to determine if they prevented recurrence. This review should be completed by 121598. This date is to allow for data collection based on the revisions of QCEPM 0700-18 and QC05 6600-01, .and the TD relay evaluation.
