This report is submitted in accordance with the requirements of the Code of Federal Regulations, Title 10, Part 50.73(a)(2)(i)(B). The licensee shall report any operation or condition prohibited by the Plant's Technical Specifications.

We are committing to the following actions:

1. A revision to Updated Final Safety Analysis Report (UFSAR) Table 6.2-7 will be submitted 1o ensure the penetrations are properly identified by June 17,1999.
2. Awareness training on the lessons learned from this event will be conducted for on-site Independent Technical Review (ITR) qualified personnel by July 23,1999.
3. Piping and Instrumentation Diagram (P&lD) M-24 sheet 13 will be revised to include the three Unit 1 spare valves on Penetration X-106B by October 12,1999.

Any other actions described in the submittal represent intended or planned actions by Commonwealth Edison (Comed) Company. They are described for the NRC's information and are not regulatory commitments.
