MAEC-82/135, 6/4/82 This letter provides our response to NRC Violation 416/82-32-02 as transmitted by your [[letter::AECM-82-222, Amends 820421 Response to IE Bulletin 81-01, Surveillance of Mechanical Snubbers. All Mechanical Snubbers Installed on safety-related Sys Visually Examined for Damage & Tested for Freedom of Movement by Manually Testing Stroke|letter dated June 4, 1982]].

I. ADMISSION OR DENIAL OF Tile ALLEGED VIOLATION Mississippi Power & Light Company was in violation of test equipment not being returned prior to the calibration expiration date.

11. REASON FOR Tile VIOLATION Numerous pieces of Measuring and Test Equipment (M&TE) were assigned to Bechtel for use and were not returned in an expeditious manner.

Several items under MP&L control were misplaced, lost or overlooked for turn-in prior to calibration duc date. Appro-priate MP&L procedures did not exist for addressing the dispo-sition of items lost or damaged.

III. CORRECTIVE STEPS WHICH HAVE-BEEN TAKEN AND THE RESULTS ACHIEVED All M&TE that was overdue has been recalled for calibration with exception of the M&TE that was lost or replaced. The M&TE damaged beyond repair or lost has been removed from the'calibra-tion inventory tracking system and is no longer in use.

Of all the test equipment removed from the calibration system due to being lost or destroyed, some of this equipment was assigned to Bechtel. In a letter addressed to C. K. McCoy (MP&L) dated June 4, 1982, MPBC-82/0195, Mr. C. D. Wood (Bechtcl) stated that all of this M&TE'used for performance of tests has been verified as being acceptable.

An evaluation of the subject equipment within MP&L's scope and removed from the calibration system has concluded that there are no adverse effects on the systems on which they were used.

Training for MSTE personnel has been conducted on procedures per-taining to the handling of out of calibration equipment.- Bechtel has been directed by MP&L to return equipment that is overdue.

Equipment will not be checked to Bechtel in the future.

IV. CORRECTIVE STEPS WHICH WILL BE TAKEN TO AVOID FURTHER VIOLATIONS A. Bechtel also was requested to return all overdue equipment under their control. Bechtel has responded in MPBC-82/0195.

B. A separate facility was established to receive and issue M&TE only.

C. Individual personnel who' signed out for the equipment would be notified to return the test equipment prior to the expira-tion date. If the test equipment is not returned on the due date, a " Plant Quality Deficiency Report" would be generated as to the violation.

D. As a follorup to prevent reoccurrances of this type of prob-lem, the following will be' instituted. The Section Level-Procedure 07-S-01-5, will be changed to reflect that M&TE used to calibrate permanent plant equipment and is removed from the calibration system due to being lost or destroyed, will be handled in the same manner as a piece of M&TE which is found to be out of calibration.

The above corrective steps have resulted in the proper handling and disposition of test equipment which is due for calibration or has been lost or destroyed.

V. DATE WHEN FULL COMPLIANCE WILL BE~ ACHIEVED MP&L will be in complete compliance with Section Level Procedure 07-S-01-5, including formal training of M&TE personnel, no later than July 15, 1982.
