~. /In;msponse to R. C. Lewis' < letter' dated May 23, 1983, report ntabers 50 438/83-1_0, 50 4 39/83-10 concerning activities at the Bellefonte Nuclear Plant which appeared to deviate from commitments to the' Commission' TVA had, submitted a final response on July 7,1983 and a revised msponse on

. August 26, '1983 and a first supplemental msponse on December 22, 1983 Below fia our second supplemental msponse to deviation 50438/83-1045 and 50-439/83-10-05.

' As stated 51n our original maponse to this deviation, WA had generated Lnonoonfomance report (NCR) 2391 to document the as-built configuration of

' installed stapers and was awaiting word from the damper manufacturer concerning the acceptability of the installed configurations. TVA had also committed .to mworking any dampers found to be unacceptable as part of the disposition of Nm 2391.

LSince that time, additional discrepancies with the fim dampers were identified and TVA issued'NCR BLN EB 8403 (BLRD-50438/84-33, 50 439/84-31) to document these new deficiencies as well as those already.

Corrective action for the dampers has been specified in NCR BLN EB 8403, and the specified action is to mwork all the dampers so that they are 11nstalled .in strict accordance with the manufactuer's Underwriters b*  ? Laboratory (UL) approved. installati'on instructions. TVA is now in the process.of reworking the deficient damper / sleeve tack welds identified in l

s the deviation. - Because of the large nimber of dampers mquiring rework,

.TVA will not complete the required rework by June 1985 as previously committed. - However, we row expect to complete this-work by March 16, 1986.
