EVALVATION OF THE PEACH BOTTOM ATOMIC POWER STATION, UNITS 2 AND 3, 120-DAY RESPONSE TO SUPPLEMENT NO.--! TO GENERIC LETTER 87-02 y -

(TAC NOS. M69469 AND M69470)

On May 22, 1992, the NRC staff issued Supplement No. I to Generic Letter (GL) 87-02, " Supplemental Safety Evaluation Report No. 2 (SSER No. 2) On SQUG Generic Implementation Procedure Revision 2, As Corrected on February 14, 1992 (GIP-2)." The SSER concluded that the GIP-2, supplemented by the staff positions, clarifications and interpretations stated in the SSER, constituted an acceptable method for the implementation of the resolution of Unresolved Safety issue (USI) A-46, subject to certain exceptions decsribed in the SST.R.

The Supplement No. I to the GL required that all addressees provide, within l 120 days of the issue of the supplement, either a commitment to use both the

Seismic Qualification Utility Group (SQUG) commitments and the implementation guidance described in the GIP-2, as corrected on February 14,.1992, and as supplemented by the SSER No. 2 on GIP-2, or else provide an alternative method for responding to GL 87-02. The supplement also required that those addressees committing to implement GIP-2 provide an implementation schedule, and-provide the detaileo information as.to what procedures and criteria were used to generate the in-structure response spectra to be used for USI A-46.

In addition, the staff requested, in Section .I.2.3.1 of SSER No.- 2, that licensees inform the staff if they intend to change-their licensing basis to  ;

reflect a commitment to the USI A-46 (GIP-2) methodology for verifying seismic- '

adequacy of mechanical and electrical equipment, prior to receipt of the staff's plant specific safety evaluation resolving USI A-46. -

By letter dated September 18, 1992, Philadelphia Electric Company (PEco) provided the- required 120-day response. The NRC staff has evaluated the-response and has concluded that the procedures and-criteria used to generate the licensing-basis in-structure response spectra-are adequate for the resolution of USI A-46 only.
