Channes to Nuclear Ouality Assurance Program for Troian Nuclear Plant (PGE-8010. Revision 20)

By letter dated March 26,1996, Portland General Electric (PGE) submitted a license application to construct and operate an Independent Spent Fuel Storage Installation (letter number VPN-012-%). Included in that application was PGE-8010, "PGE Nuclear Quality Assurance Program for Trojan Nuclear Plant,"

Revision 19. This letter transmits changes to PGE-8010, "PGE Nuclear Quality Assurance Program for Trojan Nuclear Plant," Revision 20, for your review.

PGE is submitting the revised QA Program to permit NRC to make a finding that the QA Program complies with 10 CFR 72, Subpart G. This revision reflects administrative and corporate organizational changes which continue to meet the requirements of 10 CFR 50, Appendix B, as described in the attachment to this letter.

The attachment to this letter provides a description and justification for changes. The enclosure provides the revised pages for insertion into your controlled copy of PGE-8010. Changes are identified by a revision bar in the margin of the new pages.

The following Licensing Document Change Request (LDCR) is incorporated into Revision 20. A brief description of the LDCR and the basis for the changes is included below.

Changes also include combining the positions and responsibilities of the "Vice President and ChiefNuclear

Of5cer, Acting Vice President Nuclear, and Trojan Plant General Manager into one position.

t, j These changes to the Nuclear Quality Assurance Program implement Possession-Only License NPF-1, Ammadmar* #195, which was approved by NRC in a letter dated October 31,1996. These changes were 4

determined to be in accordance with 10 CFR Part 50, Appendix B, Criterion I, of the Commission's i regulations. The Nuclear Oversight Department still reports to the management position (Trojan Site Executive and Plant General Manager) that has corporate responsibility for overall nuclear safety and retains authority and orgamzational freedom to perform their quality assurance function.
