SUMMARY

OF THE NOVEMBER 19,1998, MEETING BETWEEN THE NUCLEAR REGULATORY COMMISSION AND PORTLAND GENERAL ELECTRIC TO DISCUSS EMERGENCY PLANNING (L22102)

On November 19,1998, a meeting was held between the Nuclear Regulatory Commission (NRC) staff and representatives of Portland General Electric (PGE) to discuss several issues pertaining to PGE's independent spent fuel storage installation (ISFSI) Emergency Plan. These ,

issues will require resolution before NRC can issue a license to PGE to operate an ISFSI at  !

Trojan Nuclear Plant. An attendance list is included (Attachment 1). Notification that meetings concerning theTrojan ISFSI may take place beMeen November 19,199,8 and March 31,1999, was published on November 3,1998. ,

At the meeting SFPO staff presented its findings regarding PGE's Emergency Plan for off-normal and accident scenarios at the Trojan ISFSI. In general the staff noted that, while PGE's plan covered all of the areas required by 10 CFR 72.32, the plan did not contain sufficient detail for the staff to determine whether the plan met the intent of the regulations. PGE staff committed to provide NRC with a revision to the Emergency Plan, containing the required information, no later than December 18,1998. PGE plans to begin operating the ISFSI at Trojan in April 1999. During the course of the meeting, no regulatory decisions were requested or made.
