I Portland General Electric's (PGE) March 19, 1997 letter, (VPN-020-97),
contained Sierra Nuclear Corporation (SNC) affidavit executed March 18, 1997.
The affidavit referenced in Attachment III. requested that the following drawings, referenced in Attachment IV. be withheld from public disclosure
-pursuant to 10 CFR 2.790:

The affidavit states that the submitted information should be withheld from public disclosure for the following reasons:
1.
This information has been and is held in confidence by SNC.
2.
The information contained within the proprietary material is regarded as component design details and critical dimensions that is normally held in confidence by those who invest time and money in its development.
3.
SNC bas invested a considerable amount of time, engineering labor. and money in the development of the information.
Public disclosure of this information would cause substantial harm to SNC's competitive position.
Others, seeking to design similar systems, would have to make similar investments to develop the information on their own, as long as the information is not disclosed to the public.
We have reviewed the supporting information in accordance with the i
requirements of 10 CFR 2.790 and have concluded that you have not provided sufficient justification for us to determine that the information sought to be withheld from public disclosure contains trade secrets or proprietary j
information.
Accordingly, we have concluded that the information sought to be withheld from public disclosure does not meet the requirements of 10 CFR 2.790.
Therefore, your request to withhold the listed drawings from public disclosure is denied.
