SAFEGUARDS EVALUATION OF THE PHYSICAL SECURITY PLAN FOR THE PROPOSED TROJAN INDEPENDENT SPENT FUEL STORAGE INSTALLATION l (TAC NO. L22102) i

Dear Mr. Quennoz:

By letter dated March 26, 1996, as supplemented, you submitted an application

! to the Nuclear Regulatory Commission in accordance with 10 CFR Part 72 for the j review and approval of a site-specific license for an independent spent fuel

storage installation (ISFSI) at the Trojan Nuclear Plant. In your i application, you submitted a proposed physical security plan entitled " Trojan t ISFSI Security Plan" (PGE-1073). Based upon the staff's initial review and

! comments, you resubmitted the plan in its entirety by letter dated j August 15, 1996. In both cases, the plan was considered " safeguards i material."

l The staff has completed its review of the proposed Trojan ISFSI Physical i Security Plan. The applicable regulations for this review were:

l 10 CFR Part 72, Subpart H, " Physical Protection," 10 CFR Sections 72.24(o),

! 72.40(a)(8) and 72.44(e), and 10 CFR Part 73. The staff has determined that i j implementation of the plan will protect the storage of spent fuel at the ISFSI j and minimize the possibilities for' radiological sabotage of the spent fuel.

! This letter and the enclosed safeguards evaluation grant preliminary approval of the plan so that you may begin taking the necessary steps to properly -

i procure resources and implement the physical protection aspects of the a proposed Trojan ISFSI. If a license is granted for the Trojan ISFSI pursuant to 10 CFR Part 72, you should anticipate that a license condition pursuant to i 10 CFR 72.44(e) shall be stated in the license, which may be similar to the l following:

The licensee shall implement the physical security plan, " Trojan ISFSI

i. Security Plan" (PGE-1073), dated August 15, 1996, as amended. The

! licensee shall not make changes to the plan that would decrease its j effectiveness without prior approval from the Commission as evidenced by a license amendment.

You should not interpret this finding as indicative of ultimate approval of \\

your 10 CFR Part 72 license application. Although portions of this safeguards evaluation may be repeated in the staff's final safety evaluation report upon issuance of the license, the technical review necessary to support a final ),/

safety evaluation report and license issuance is still ongoing. However, the Ng I staff is aware of the need to provide sufficient information for resource management and procurement in this sensitive area and issuance of this preliminary approval reflects that understanding.

Quennoz Finally, although this letter grants preliminary approval, the plan is always l subject to further inspection and evaluation at any time, which could l subsequently lead to plan modification. Any changes made to the plan prior to l issuance of the license must be submitted to the staff for review and approval.
