HOPE CREEK GENERATING STATION DOCKET NO. 50-354 UNIT 1 SPECIAL REPORT 99-001 This special report is being submitted pursuant to the requirements of Hope Creek Technical Specification 4.8.1.1.3 to report the "C" Emergency Diesel Generator (EDG) valid failure that occurred during surveillance testing on March 15,1999.

The testing resulted in an unsuccessful loading attempt due to failure of the EDG output breaker to close. Review of the associated recorder traces indicated a failure to produce an auto close permissive signal to the EDG breaker upon meeting the permissive conditions (i.e., normal infeed breaker closed, alternate infeed breaker open, and less than 70% voltage on the bus). Bench testing revealed a failed integrated circuit chip on a Bailey logic card that prevented the auto close permissive signal from being generated. The faulty card was replaced and a successful surveillance test was completed.

The plant was shutdown for a refueling outage and the "C" EDG was not needed to meet the Technical Specification Limiting Condition for Operation at the time of the test failure. This EDG failure was the third failure of the "C" EDG in the last 100 valid tests. The current test frequency for the "C" EDG is monthly in accordance with the guidance provided in Technical Specification Table 4.8.1.1.2-1.
