. Hope Creek entered the month of November at approximately 100% reactor power.

. On November 15, at 0922, the main turbine tripped due to "A" moisture separator high level and the reactor scrammed automatically in response to the closure of the turbine control valves.

. The reactor was returned to criticality on November 22, at 1624, and the unit was synchronized to the grid on November 24, at 1410. Reactor power was restored to 100% on November 27, at 1310.

. At the end of the month, Hope Creek had completed its 6* day of continuous power operation.

SUMMARY

OF CHANGES, TESTS, AND EXPERIMENTS l FOR THE HOPE CREEK GENERATING STATION MONTH NOVEMBER 1998 The following items completed during November 1998 have been evaluated to determine:

1. If the probability of occurrence or the consequences of an accident or malfunction of equipment important to safety previously evaluated in the safety analysis report may be increased; or
2. If a possibility for an accident or malfunction of a different type than any evaluated previously in the safety analysis report may be created; or
3. If the margin of safety as defined in the basis for any technical specification is reduced.

The 10CFR50.59 Safety Evaluations showed that these items did not create a new safety hazard to the plant nor did they affect the safe shutdown of the reactor. These itemt did not change the plant effluent releases and did not alter the existing environmentalimpact. The 10CFR50.59 Safety Evaluations determined that no unreviewed safety or environmental questions are involved.

g-Procedures Summary of Safety Evaluations H'C.SA-AP.ZZ-0039(Q), Revision 7, Receipt of New Fuel. This procedure revision changes the new fuel receipt process by adding a new process to transport metal shipping containers, increasing the number of shipping containers that may be stored in the reactor building receiving bay and the refueling floor, changing departmental responsibilities, and making editorial changes.

Neither the probability nor the consequences of dropping a shipping crate or inner shipping container on spent fuel, fuel storage areas, reactor vessel, or spent fuel pool are changed by this procedure revision. No safety-related, safe shutdown, or decay heat removal equipment is located on the floor of the reactor building, or below the height at which the containers will be carried. The new process is bounded by the current load drop analysis. This proposal does not increase the possibility or consequences of any accident or malfunction, does not reduce the margin of safety, and therefore, does not involve an Unreviewed Safety Question.
