HOPE CREEK GENERATING STATION DOCKET NO. 50-354 UNIT #1 CLARIFICATION OF FOUR HOUR NON-EMERGENCY EVENT REPORT OF 3/20/88 k On March 20, 1988 at 1744, the HCGS Senior Nuclear Shift Supervisor (SNSS) made a four hour non-emergency report to the NRC Operations Center regarding an Intermediate Range Monitor (IRM) "F" upscale trip due to a momentary noise spike on the channel. In Operational Condition 5 (refueling), with the Reactor Protection System (RPS) shorting links removed, this event would normally result in a non-coincident full RPS actuation (scram). However, because of the short duration of the momentary noise spike (55 milliseconds, as shown on the Sequence of Events recorder), only RPS Channel B1 actuated, resulting in a half-scram.

The subject four hour non-emergency report was made conservatively IAW 10CFR50.72 until a time response study could be completed to document relay time sequences and determine if a full RPS actuation should have occurred. The time response study concluded that in order to receive a full RPS actuation, an IRH upscale trip signal needs to be present for 93 milliseconds in the non-coincident mode. As previously noted, the IRM "F" upscale trip signal was only present for 55 milliseconds.

In conclusion, this event did not satisfy the reporting criteria of 10CFR50.72. The report made by the SNSS is considered a conservative measure based on information available at the time this event occurred.
