This Special Report is being submitted pursuant to the requirements of Hope Creek Technical Specification 3.3.7.5-1, Action 81 b, due to the South Plant Vent (SPV) High Range Noble Gas Monitor being inoperable for more than 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br />.

On September 29,1999, increased radiation levels were indicated on all three ranges of the SPV wide range noble gas monitor. The high indicated levels were confirmed to be spurious by collecting and analyzing grab samples and by observing corroborating instrumentation.

Technical Specification Action Statements 3.3.7.5, " Accident Monitoring Instrumentation", and 3.3.7.11," Radioactive Gaseous Effluent Monitoring Instrumentation", were entered, and compensatory measures were initiated in accordance with plant Technical Specifications.

The SPV radiation monitoring system (RMS) inoperability was caused by electronic noise generated from a noise suppression circuit on the mid/high range flow control valve. The noise suppression circuitry was replaced. The SPV RMS was tested satisfactorily, and the system was restored to OPERABLE status on October 5,1999. j Should you have any questions or comments on this transmittal, please contact l Paul Duke at 856-339-1466.
