SPECIAL REPORT 96-03 HOPE CREEK GENERATING STATION FACILITY OPERATING LICENSE NO. NPF-57 DOCKET NO. 50-354 This Special Report is being submitted pursuant to the requirements of Hope Creek Technical Specification 3.3.7.5, ACTION 81 b, due to the North Plant Vent (NPV) high range noble gas monitor being inoperable.

On November 18, 1996, at 0847 hours0.0098 days <br />0.235 hours <br />0.0014 weeks <br />3.222835e-4 months <br />, Technical Specification Action Statements 3.3.7.5 and 3.3.7.11 were entered to perform preventative maintenance on the NPV.

This preventative maintenance included replacement of a power supply for the NPV high range radiation monitoring equipment.

While performing this preventative maintenance, the low range radiation monitor power supply failed.

Since replacement parts were not readily available, the NPV radiation monitoring equipment remained j

inoperable for a period greater than 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br />, which requires a Special Report.

.On November 21, 1996, repairs to the NPV low range radiation monitor power supply were completed and post maintenance testing was successfully performed.

At 1721 hours0.0199 days <br />0.478 hours <br />0.00285 weeks <br />6.548405e-4 months <br />, with the successful completion of the post maintenance testing, the NPV was declared operable and the Action Statements for Technical Specifications 3.3.7.5 and 3.3.7.11 were exited.
