On September 27, 1986 the licensee failed to submit Supplement II of the Hope Ci sek Detailed Control Room Design Report (DCRDR) as specified in Licensee Condition 2.C.12.a. The NRC was notified of the event at 1955 hours0.0226 days <br />0.543 hours <br />0.00323 weeks <br />7.438775e-4 months <br /> by the Senior Nuclear Shift Supervisor.

Section 2.C.12.a required Supplement II to be submitted within six months from fuel load. Fuel loading was completed April 27, 1986, thus the report was required by October 27, 1986. The report was l not submitted in a timely manner due to heavy work load associated with activities surrounding the Loss of Offsite Power. Testing. The completed report was submitted on November 12, 1986. This report is being submitted in accordance with Hope Creek License Section 2.F.

Control Room Design Review IDENTIFICATION DE DCCURBEECE Failure to submit Control Room Design Review, Supplement II, in accordance with Licensee condition 2.C.12.a.

Event Date: 10/27/86 Event Time: 1955 DESCB1221DE DE DCCURRENCE In accordance with the requirements of NUREG 0737, a DCRDR was performed. Due to the ongoing construction, and outstanding NRC comments, supplements were required to complete the DCRDR. PSE&G provided a schedule for submitting supplements to the initial report in a letter dated January 9, 1986. This schedule called for submittal of supplement II 6 months after fuel load and submittal of Supplement III 1 year after fuel load. This schedule as presented in the PSE&G 1etter was incorporated as License Condition 2.C.12.a. Contrary to the schedule in the PSE&G 1etter of January

'9, 1986, Supplement II to the Hope Creek DCRDR was not submitted by October 27, 1986.

ANALYElf Of DCCURRENCE The failure to submit Supplement II in accordance with the schedule was caused in part by an unexpected volume of work load in preparing Hope Creek for operation, with particular emphasis on the activities surrounding the Loss of Power Test, coupled with the NRC requirement to include temporary zone markings prio.r to exceeding 5% power level. The event was compounded by an inappropriate level of management attention to ensure the required submittal schedule was met. Failure to submit the supplemental information in accordance with the schedule was evaluated and did not impact the health and safety of the public. None of the Human Engineering Deficiencies (BEDS) addressed to date have identified a safety concern that required immediate corrective action.

CDEBECZ1ME ACZ1DB The corrective actions included a concerted effort to complete preparation and submittal of Supplement II to the Hope Creek DCRDR, which was submitted November 12, 1986. Additionally, the appropriate pers;anel were advised as to the importance of proper tracking of commitments to ensure required submittals are made in a timely manner.
