i Summary Of Monthly Operating Experience

. Hope Creek entered the month of October at approximately 100% reactor

. power.

l_ . On October 3, power was reduced for condensate pump and feedwater train scheduled maintenance. Power was restored to approximately 100% on October 10. On October 17, power was reduced for Control Rod Drive Hydraulic Control Unit scheduled maintenance and for scram time testing.

Reactor Feed Pump and feedwater heater train scheduled outages were also conducted. On October 30, power was again reduced to repair an extraction steam leak and to return feedwater heaters to service. Power was increased l to approximately 100% on October 31.

. At the end of the month, Hope Creek had completed its 322nd day of continuous power operation.

SUMMARY

OF CHANGES, TESTS, AND EXPERIMENTS I FOR THE HOPE CREEK GENERATING STATION MONTH OCTOBER 1998 i The following items completed during October 1998 have been evaluated to determine:

1. If the probability of occurrence or the consequences of an accident or malfunction of equipment important to safety previously evaluated in the safety analysis report may be  !

increased; or 1

2. If a possibility for an accident or malfunction of a different type than any evaluated previously in the safety analysis report may be created; or

- 3. If the margin of safety as defined in the basis for any technical specification is reduced.-

The 10CFR50.59 Safety Evaluations showed that these items did not create a new safety hazard to the plant nor did they affect the safe shutdown of the reactor. These items did not change the plant effluent releases and did not alter the existing environmentalimpact. The 10CFR50.59 Safety Evaluations determined that no unreviewed safety or environmental questions are involved.

Design Changes Summary of Safety Evaluations There were no reportable changes in this category implemented during October 1998.

Temporary Modifications Summary of Safety Evaluati_ons TMR 98-20, Temporary Re-route of the HVAC Drains to the Dirty Radwaste System. This temporary Modification aligns floor and equipment drains in the Building and Equipment Drains system to the Dirty Radwaste system instead of the current drainage destination, the Turbine Building Circulating Water sump. This temporary modification will eliminate drainage to the Turbine Building Circulating Water dewatering sump from potentially radioactive flows within the turbine and auxiliary buiidings.

m in addition, a temporary pipe plug was installed on the Turbine Building Circulating Water side of a check valve. A modified bonnet replaced the existing bonnet of the check valve. The new bonnet consists of a nipple to allow for the connection of tygon

hose. The hose was routed to a Dirty Radwaste floor drain located near the Turbine l Building Circulating Water sump.

l The Dirty Radwaste system and the Building and Equipment Drains system are not safety related and do not affect any safety related or important to safety equipment.

This temporary modification does not affect the Hope Creek accident analysis or design basis. Collecting and disposing of the leakoff eliminates any potential buildup of radioactive fluids in the cross-tie piping. This temporary modification isolates the

! Turbine Building Circulating Water sump from the potentially radioactive Dirty Radwaste i drains. The Turbine Building Circulating Water sump can now accept the designed j inputs from the condenser waterbox vents and -drains without the presence of potential contaminated floor drains. The Turbine Building Circulating Water and Dirty Radwaste j systems are not safety related. Existing plant procedures allow for the routing of floor

! drains to the Dirty Radwaste system. All materials meet environmental and design qualifications for the system in which they are installed. The 10CFR50.59 Safety Evaluatic n determined that no unreviewed safety or environmental questions are l involved.

l Procedures Summary of Safety Evaluations 1

There were no reportable changes in this category implemented during October 1998.

I UFSAR Change Notices Summary of Safety Evaluations i

UFSAR Change Notice H98-020, Addition of Licensing as a Discipline for the ,

Station Operations Review Committee. This UFSAR Change Notice adds licensing as a discipline for the Station Operations Review Committee. The addition of licensing ,

l provides the Station Operations Review Committee with an additional perspective when l reviewing proposals.

l This is an administrative and review function change only. It does not increase the probability or consequences of any accident or malfunction previously evaluated in the UFSAR, does not introduce any new accidents or malfunctions, or reduce any margins of safety. Therefore, this UFSAR Change Notice does not involve an Unreviewed

Safety Question.

I UFSAR Change Notice H98-032, Radiation Protection Functional Reorganization.

i This UFSAR Change Notice reorganizes the Hope Creek and Salem Radiation

! Protection Departments and the Radiation Protection Services Department into a j common site Radiation Protection Department. This reorganization will result in j increased efficiency and commonality between the sites, which will lead to cost savings.

This is an administrative change only. It does not increase the probability or consequences of any accident or malfunction previously evaluated in the UFSAR, does not introduce any new accidents or malfunctions, or reduce any margins of safety.

Therefore, this UFSAR Change Notice does not involve an Unreviewed Safety Question.
