REVISION 59 TO THE SECURITY PLAN FOR DRESDEN NUCLEAR POWER STATION, UNITS 1,2, AND 3 (TAC NOS. MA4707 AND MA4708)

Dear Mr. Kingsley:

By letter of December 30,1998, Commonwealth Edison Company (Comed) transmitted changes identified as Revision 59 to the Security Plan for the Dresden Nuclear Power Station, Units 1,2, and 3, that were submitted under the provisions of 10 CFR 50.54(p). By letter dated January 14,1999, you were notified by our Region 111 office that this revision was being forwarded to our Headquarters office for review due to possible policy implications.

Based on Comed's determination that the changes do not decrease the effectiveness of the plan and after the staff's review of the changes, the staff determined no NRC approvalis required in accordance with 10 CFR 50.54(p). Implementation of these changes will be subject to inspection to confirm that the changes have not decreased the overall effectiveness of your security plan.

The enclosere to your letter contains Safeguards information of a type specified in 10 CFR 73.21 and win be withheld from public disclosure. In accordance with 10 CFR 2.790 of the Commission's regulations, a copy this letter will be placed in the NRC Public Document Room.
