As attachment we are sending you the requested permit.

As soon as more accurate activity information becomes available from your preliminary tests for regular handling with irradiated topaz and the required storage times, we ask you to send us such topazes once more for testing. In your case the shipping of irradiated topaz should not require an obligatory shipping license (par. 8 StrlSchV {radia-tion protection ordinance}); for the comparably very high specific activities of your request it should be possible to ship 4 kg of topaz without a permit. Of the topazes that we have for measurement i it should be possible to ship considerably more than your approved ,

KG Hauptstrasse 86-888-6580 Idar-Oberstein License As the result of the request-of-1/6/1986 we give on the basis of the ordinance in-par. 3 section 1 in connection with par. 4 section 4 No. 2c goncerning protection against_ damages by ioni-zing radiation (radiation protection ordinance -StrlSchV) of

-10/13/1976 (BGBl. I S. 2905),last changed by the First Ordinance for Change of the Radiation Protection Ordinance of 5/22/1981

( BGBl . I S. 445) to the company Johann Philipp Wild GmbH & Co. KG Hauptstrasse 86-88 6580 Idar-Oberstein, 2 the' license for the following handling of radioactive materials:

1. Storage of finish-ground radioactive topaz up to a maximum of 50 kg total amount in the vault and for the work steps needed

.for the storage of the same II. Release of radioactive topazes whose specific activity falls below 74 Bq per gram for handling which needs no licensing or reporting.

The assumption is made here that the following nuclides can be activated in the topazes:

Scandium-46, manganese-54, iron-55, iron-59, cobalt-60, tin-65, cesium-134, tantalum-182.

Processing of irradiated topaz is not approved.

The license is granted until 4/30/1989.

The license is based on the following documents:

1. Your request of 1/06/1986
2. Your letter of 3/24/1986 The respons:ble party for radiation protection as per par. 29 section 1 of the radiation protection ordinance is Mr. Konrad Wild Radiation protection deputy as per par. 29 section 2 of the radiation protection ordinance is:

Mr. Thomas Wild within the plant-internal decision-making area.

In accordance with par. 7 of the radiation protection ordinance no protection measures as per par. 6 section 1 No. 6 of the Str1SchV are needed for the previously mentioned handling of other radioactive materials.

This license is tied in with the following secondary regulations:

01. Only those radioactive topazes may be introduced into the market for which the specific activity was checked prior to release and for which it is established that the activity falls below 74 Bq/g. Records must be kept for this which must be submitted to the inspection authorities upon request. The records must be kept for 30 years.

The measurement of the specific activities must be made by the

i same institute which performed the irradiation. It is pointed out that the inspection authority has the right to have such checks:made by a party of its own choosing.

02. Each irradiated charge must be tested by gamma spectrometry and the specific total activity must be determined from the nuclide activity. For every irradiated charge at least two partial amounts of this charge must be tested in order to establish that the test is representative.
03. Each charge must be clearly marked in agreement with the records.

A part of this marking must be the date of the earliest possible release.-

04. The personal exposure dosage must be determined for all persons who come in contact for more than one hour per month with more than 1 kg of irradiated topag. The dosimeters must be requested from the test station listed in " directions under No. 4" and must be submitted to this test station for evalu-ation in time intervals of at least one month.

05. A change of the deputy radiation protection responsible person or the radiation-protection representative as well as the request for additional radiation protection representatives must be submitted without delay in writing to the inspection authority with presentation of a police character certificate.

For the radiation protection responsible person the notifi-cation must always be accompanied by proof of expertise and a letter of request stating his plant-internal decision-making scope.

The approval letter from the inspection authority must be attached to this approval notification.

the inspection authority,1f the hereby authorized handling of radioactive materials is ultimately terminated (a waiver statement must he included) or if.this approval is replaced j by another one.' The license will.be revoked if no use is made )

of it within 2 years (par. 17 of the atomic law).'

I 52.04 07 The. radioactive. materials may only be used in-the usage locations provided in the request or the request documents.

Changes affecting radiation protection.must be reported to the. inspection authority without delay.

08. The personnel handling radioactive materials must be trained at not more than semi-annual intervals. The instruction must provide information about working methods, potential dangers, unusual radiation exposures, safety- and protection measures to be taken and the content of this ordinance and this license, which is essential for their activity.

Records must be made about the content and the date of the training which must be signed by the trainees.

09. The acquisition, release or other locatien of radioactive topazes must be reported within a month to the inspection authority with statements of the weights.

Records must be kept about acquisition, release or other location of the radioactive materials including their weight.

The records must be kept for 30 years (compare par 78 Str1SchV).

radiation protection ordinance is the State Industrial In-spection Bureau Idar-Oberstein, Hauptstrasse 199, 6580 Idar-Oberstein 3.- The state-collection station within the meaning of the radia-ion protection ordinance for the state Rheinland-Pfalz is the State Bureau for Environmental Protection and Industrial Inspection, -Test Institute for Immissions , Work and Radiation-Protection, Amtsgerichtsplatz 1, 6504 Oppenheim.

4. The test station for evaluation of the personal dosages is the State Materials Testing Bureau Nordrhein-Westfalen, Marsbruch-strasse 186, 4600 Dortmund 41.

5. An administrative fee will be levied for the licensing notifi-cation. The fee notification will be sent to you separately. i Lecal advice information objection to this notification can be submitted within one month after notification. The protest must be submitted in writing or for the record with the State Bureau for Environmental Protection and Industrial Insspection Rheinland-Pfalz, Amtsgerichtsplatz 1, 6504 Oppenheim. ]

For written submittal of the protest the time limit for the protest (section 1) is guaranteed only if the protest nas reached the authority before the expiration of this time limit.  ;
