Gentlemen:

This refers to the special inspection conducted by G. M. France, III of this

office on October 6-10, 1986, of activities at Morris Operation, to the

inspections conducted by Mr. France from July 1986 through September 1986 of

spent fuel shipments author ^. zed by NRC Special Nuclear Material License

No. SNM-2500, and to the discussion of our findings with Mr. E. E. Voiland and

others at the conclusion of the inspection and at the enforcement conference

held in the Region III office on October 28, 1986.

The enclosed copy of our inspection report identifies areas examined during

the inspection. Within these areas, the inspection consisted of a selective

examination of procedures and representative records, observations, and

interviews with personnel.

During this inspection, certain of your activities appeared to be in violation

'

of NRC requirements. We are releasing this report at this time for your

information. You will be notified by separate correspondence of our decision

regarding enforcement action based on the findings of this inspection. No

written response is required until you are notified of the proposed enforcement

action.

We do not object to your use of plastic to wrap your empty spent fuel casks

which have been adequately decontaminated. We understand that the plastic

l will be used as a precaution to ensure that NRC and DOT regulations concerning

contamination levels during transport are not violated. We also understand

that you will investigate other engineering solutions to reduce the potential

for contamination and to improve decontamination efficiency of your spend fuel

shipping casks. Should you desire to plastic wrap spent fuel shipping asks

which contain fuel elements, you will require prior approval by the NRC Office

of Nuclear Material Safety and Safeguards.

l In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of

this letter and the enclosure will be placed in the NRC Public Document room.
