NRC PHYSICAL SECURITY INSPECTION REPORT 50-315/99027(DRS);
50-316/99027(DRS)
Dear Mr. Powers:

This refers to the security inspection conducted between September 20-24,1999, at the
D. C. Cook Nuclear Power Station. The purpose of the inspection was to determine whether
activities authorized by the license were conducted safely and in accordance with NRC security
related requirements.
Overall, the performance of the security program, except as noted in this report, was
fundamentally sound. Security personnel were knowledgeable of their duties and demonstrated
proper implementation of security requirements. Management activities were properly focused
toward maintaining an effective security program, inspected security equipment functioned as
designed.
Based on the results of this inspection, the NRC has determined that two violations of NRC
requirements occurred. These violations are being treated as Non-Cited Violations (NCVs),
consist 9nt with Appendix C of the Enforcement Policy. These NCVs are described in the
subject inspection report. If you contest the violations or severity levels of these NCVs, you
should provide a response within 30 days of the date of this inspection report, with the basis for
your denial, to the Nuclear Regulatory Commission, ATTN: Document Control Desk,
Washington DC 20555-0001, with copies to the Regional Administrator, Region lil, and the
Director, Office of Enforcement, United States Nuclear Regulatory Commission, Washington,
DC 20555-0001.
