o CONFIRMATORY ACTION LETTER AUG 291986 Docket No.72-001 General Electric Company ATTN: Mr. J. E. Van Hoomissen Manager, Spent Fuel Services Operation 310 De Guigne Drive Post Office Box 508 Sunnyvale, CA 94086 Gentlemen:

This refers to the telephone conversation on August 28, 1986, in which Mr. T. E. Ingels of your staff described to Messrs. L. R. Greger and G. M. France, III of this office the measures you propose to take to ensure that external package contaminaticn levels do not exceed Department of Transportation (D0T) limits during transport of IF 300 casks to the Nebraska Public Power District. Transportation of the loaded casks from the Nebraska Public Power District to your Morris Operation facility is unaffected by this letter.

It is our understanding that your measures will include the following:

. Cask IF 304 will replace cask IF 302.

. Packaging of the casks will be accomplished with 4-mil thick plastic which will cover the entire external surface of the cask. The plastic is to be secured with tape. The plastic packaging will be similar to the method used successfully during the Monticello campaign.

. Cask IF 301 is to be cleaned, allowed to sit three days, surveyed, recleaned, and resurveyed prior to packaging with plastic.

Each cask is to be decantaminated to well below the limits allowed by D0T before shipment.

This office finds the above measures acceptable to permit completion of the current series of spent fuel shipments from the Nebraska Public Power District.

Before initiating the next series of spent fuel shipments, you will take measures to reduce the cask external contamination levels to eliminate the need for plastic wrapping of the casks.
