NRC INSPECTION REPORT 70-7001/99010(DNMS) AND NOTICE OF VIOLATION

Dear Mr. Adkins:

On September 7,1999, the NRC completed a routine resident inspection at your Paducah Gaseous Diffusion Plant. The enclosed report presents the results of the inspection. During the period covered by the inspection report, the conduct of safety-related activities at the Paducah Gaseous Diffusion Plant was generally adequate.

Based on information developed during the inspection, the NRC has determined that one cited violation of NRC requirements occurred. The violation is cited in the enclosed Notice of Violation (Notice) and the circumstances surrounding the violation are described in detail in the enclosed report. The violation is of concern because it indicates that some personnel were incorrectly granted unescorted access to the controlled access area without having previously received the necessary site-specific training.

You are required to respond to this letter and should follow the instructions specified in the enclosed Notice when preparing your response. The NRC will use your response, in part, to determine whether further enforcement action is necessary to ensure compliance with i regulatory requirements.

In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter and its enclosure will be placed in the NRC Public Document Room, l
