Dear Governor Celeste:

I am writing in reference to your letter of August 15, 1986 to Chairman Zech. In that letter, you make the following statement:

...I withdraw my support for evacuation plans for the Perry and Davis-Besse power plants, and my March 24, 1986, implementing directive, pending Ohio's review of evacuation plans in light of the explosion and fire at the Chernobyl power plant, and the earthquake near the Perry plant."

You asked the Commission to refrain from allowing either plant to begin operation until your study of the emergency plans is complete.

As you are no doubt aware, the Commission has scheduled a meeting to consider whether to issue a full power license for the Perry nuclear plant for Friday, September 5, 1986. Your statement that you have withdrawn your support for the Perry evacuation plan is relevant to that Commission decision.

Subsequent to your August 15 letter, there were press reports of statements by some state officials that, if the plant were to operate and if an emergency were to occur, the state would participate in any emergency response. These various statements, the press reports and your August 15 letter, have created some confusion as to exactly what the state's intention is regarding participation in emergency response for the Perry plant.

Any information you could provide which would help to clarify the state's position would be useful when the Comission considers the Perry license.

I would find an answer to the following question particularly helpful when I consider whether to vote for issuance of a full power license for Perry:

If the plant were to operate during the pendency of the state's study of the Perry emergency plan, would the State of Ohio, in the case of an emergency, carry out its responsibilities under the plan?

Since the Comission has scheduled its consideration of Perry for September 5,1986, I would greatly appreciate it if you could provide whatever 8610060475 860902 PDR ADOCK 05000346 F PDR
