Dear Mr. Lacker:

This letter is in response to your Mr. J. F. Thiel's letter, dated March 3, 1986, and telephone discussions between Dr. J. B. Nicholas of this office and -

your Dr. Raymond Cripps and Dr. Marilyn Preusse, concerning the requirements in Modification No. 4 to Cooperative Agreement NRC-31-83-671.

In the letter, several questions and concerns about the interim pre-operational environmental surveillance programs around Comanche Peak Steam Electric Station (CPSES) and South Texas Project Electric Generating Station (STP) were detailed. These questions and concerns are addressed and clarified below:

i Question 1:

Is the existing interim pre-operational program the state of Texas i

has been conducting around CPSES since September 1, 1985, satisfactory until such time as the full-scale program described in the Cooperative Agreement NRC-31-83-671 is resumed at NRC's request? Will the rate of payment be $13,700 for the interim pre-operational environmental surveillance program including NRC TLD exchange at CPSES in CY-1986?

Answer: Yes, the existing interim pre-operational program the state of Texas has been conducting at CPSES, as described in your interoffice memorandum dated September 12, 1985, from Dr. Cripps to Mr. Thiel, has been reviewed and found satisfactory to meet the interim requirements of the Cooperative Agreement NRC-31-83-671 for CPSES until approximately 3 months prior to the projected date for issuing an operating license to CPSES. At that time, the NRC will request the original full-scale environmental surveillance program to be reinstated as described in Modification No. 4.

The interim preoperational environmental surveillance program including quarterly NRC TLD exchanges will be funded at an amount of $13,700 for CY-1986 and paid in four equal quarterly installments of $3,425 upon receipt of properly administered vouchers.

Question 2: What will be the payment for the'NRC TLD program at STP?

Answer:

It is our anticipated plan to establish the NRC'TLD network at STP beginning in July 1986. The payments for the NRC TLD exchanges will be paid quarterly at the rate of $425 once the NRC TLD network has been established.

Based on our tentative plan the funding for CY-1986 would amount to $850.

Question 3: Does the NRC' intend to fund the existing interim preoperational environmental surveillance program at-STP?

Answer: Yes, the existing interim preoperational environmental program the state of Texas has been conducting at STP since August 1985, as described in your interoffice memorandum dated September 11, 1985, from Dr. Cripps to Mr. Thiel, has been reviewed and found satisfactory to meet the interim -

' 2-approximately 18 months prior to the projected date'for issuing' an operating license to STP. At that time, the NRC will request.the full-scale environmental surveillance program be implemented as described.in Modification No. 4.

The interim preoperational. environmental surveillance' program will be funded at an amount of $12,000 for CY-1986 and paid in four equal quarterly installments of S3,000 upon. receipt of properly administered vouchers.

We will continue to work with you and your staff in conducting an agreeable-environmental surveillance program at the two nuclear power facilities in Texas.
