Dear Mr. Lacker:

This letter is in response to your letter, dated July 11, 1985, and the telephone discussions between Dr. J. B. Nicholas of this office and your Dr. Raymond Cripps on August 9, 1985, concerning the environmental surveillance program you conduct in accordance with Cooperative Agreement NRC-31-83-671. We have reviewed your proposed interim environmental surveillance program for Comanche Peak Steam Electric Station and have found it satisfactory based on the accumulated baseline environmental data collected during the period January 1984 through August 1985.

We found this baseline data adequate to meet the requirements of the cooperative agreement.

It is our understanding that you will continue to provide the NRC with environmental data in accordance with the above referenced cooperative agreement until you implement your proposed interim program on or about September 1, 1985. Data collected during 1985,.under both the full agreement program and the interim program, is to be reported to the NRC in the 1985 annual report.

It is also our understanding that you will re-establish the environmental surveillance program as specified in the cooperative agreement approximately 3 months prior to the expected date for issuance of an operating license for Comanche Peak Steam Electric Station.

It is our understanding that you plan to participate in an environmental surveillance program at the South Texas Project similar to that presently in place at the Comanche Peak Steam Electric Station. This program is to be implemented approximately 18. months prior to the projected date for issuing an operating license for the South Texas Project. The NRC case load forecast panel is scheduled to meet in late 1985 to estimate the licensing date for the South Texas Project.

Based on their projection at that time, the NRC will establish a projected licensing date.

We look forward. to working with Raymond Cripps, Ph.D. and Marilyn Preusse, Ph.D.

of the Division of Environmental Programs in establishing the proposed interim environmental surveillance programs.
