This is in response to your Septerber 2,1987 letter to Chairman Zech recom-mending that the Pilgrim Nuclear Power Station not be allowed to restart until f.;.,
an effective radiological emergency response plan for the Town of Plyrouth is F
in place. You noted that the Radiological Emergency Response Plan (RERP) for j
the Town of Plymouth was inadequate, but is under intense revision.
t On August 6,1987, the Federal Emergency Management Agency (FEMA) issued to the itRC a report on the status of offsite emergency response plans for the Pilgrim plant. The report listed six specific areas of concern in the Massachusetts emergency plans for the Pilgrim 10-m)1e emergency planning rene.
Subsequent to that report, I understand that the Connonwealth of Massachusetts, local governments within the 10-mile emergency planning rene, and the two connunities that have emergency reception centers, with the assistance of the Boston Edison Company, are at present engaged in improving their emergency preparedness programs. These improvements include revision of the emergency S. -
plans of the locel governments including the Town of P1pneuth, revision of the

Hassachusetts Civil Defense Agency Areas !! plan as well as the Connonwealth's State-wide plan, the development of revised procedures, the development and implementation of training programs for officials and emergency persennel, and the upgrading of Emergency Operating Centers.
In addition, Boston Edison is providing professional planners to assist local governments and the Comen-wealth in upgrading their plans and in developing a new training program for offsite emergency response personnel. Some training has been conducted to date and will centinue af ter the new training program has been developed.
NRC will not permit Pilgrim to resume operation until we determine ti.at the health and safety of the public can be protected.
The determination whether to restart the Pilgrim plant will involve censideration of each of the emergency plarning issues identified tsy FEMA. The cuality of offsite emergency prepared.
