Portland General Electric Company July 1, 1987-Trojan Nuclear Plant P.O. Box 439 CAO-232-87' Rainier, Oregon 97048 (503)556 3713 US Nuclear Regulatory Commission Document Control Desk Washington, D.C. 20555 f9h, g,h Gentlemen:

Special Report The purpose of this report is to fulfill the requirement of Limiting Condition for Operation (LCO) 3.7.9 of the Trojan Technical Specification (TS) which states that a Special Report must be submitted if a three-hour fire barrier is found inoperable.

During a routine inspection on June 11, 1987, fire barrier penetration P 2696 on the south wall of the diesel Auxiliary Feed Pump room was found to be inoperable. An electrical extension cord was routed through the penetration via a removed pull-box cover. This degraded the fire barrier in violation of TS 3.7.9.

Since it is not known exactly when the fire barrier was made inoperable, it is presumed that it was for more than the seven days allowed in TS 3.7.9.

Compensatory measures described in TS 3.7.9 (hourly fire patrol ,

established and verification of smoke detector operability) were j fulfilled on June 11, 1987. The estimated completion date for repair and return to service is June 27, 1987.
