I l This Special Report revises the previous report of October 27, 1987 on this subject.

Limiting Condition for Operation (LCO) 3.3.3;7 of'the Trojan Technical Specifications requires:the submittal of a Special' Report if smoke detectors located in'the' electrical penetration area are inoperable for greater than 14 days.

During a review of the smoke detector equipment for the electrical penetration area, it was determined that the smoke detectors for the electrical penetration area cannot.be verified l operable if ambient temperatures fall below 32'F.(.the smoke l

detectors are located outside, under a canopy). The manufacturer's technical material states the detectors'are operable at temperatures equal to or greater than 32*F, thus the detectors are assumed inoperable if the ambient temperature falls below 32*F.

The compensatory measures of LCO 3.7.8.2 (establish a continuous fire patrol) will be established whenever the amb'ient temperature falls below 32'F until the detectors are replaced. It is intended to replace these detectors with equipment which is rated for O'F temperatures. The replacement is expected to be completed by February 1988.
