C. 20555 Gentlemen Special Report Limiting Condition for Operation 3.7.9 of the Trojan Technical Specifications requires the submittal of a Special Report if a 3-hour fire barrier is nonfunctional for greater than seven days.

During the week of December 7, 1987, the following penetrations were determined to be nonfunctional for greater than 7 days.

Penetration Location Room 3039-A Turbine Building-45'el. Hallway 3037-A TB-45' Hallway 3054-A TB-45' Hallway 259-B TB-45' Hallway 480-B TB-63' Electrical Switchgear 371-A TB-63' Electrical Switchgear 3056-A TB-45' Remote Shutdown Panel The listed penetrations were determined to be inoperable during the 18-month inspection of fire penetrations, wl.ich is currently ongoing. The penetrations were assumed to be inoperable for greater than 7 days since it could not be proved they were inoperable for less than 7 days. These failures represent a failure incidence of about 0.5%. About 1525 of 3400 penetrations have been inspected and it is expected that a similar incidence will be experience in the remaining penetrations to be inspected over the next 60 days.

The cause for the failures is normal aging of the sealing material and inadequate restoration of the seals following cable installa-tion. The compensatory measures of Technical Specification 3.7.9 l (checking local smoke detectors and establishing an hourly fire j i

patrol) were established as required. All of the penetrations have been repaired. Corrective action to preclude future failures due to these causes is being considered and will be implemented based upon the results of the remaining inspections.
