Special Report Trojan Technical Specification 3.3.3.11, " Radioactive Gaseous Process and-Effluent Monitoring Instrumentation", Table 3.3-13, requires.that the-condenser air ejector noble gas effluent monitor (PERM-60) and'the-l
' condenser air ejector effluent iodine sampler (high range) be operable in' Modes 3.and 4 if:the condenser has a vacuum. Operation of both of these

PERM-6 channels is.also required in Modes 1 and 2.
Submittal of a Special Report is required ifleither instrument is inoperable for more than seven days with the' Plant operating in these modes.
The Plant began drawing condenser vacuum on June 25, 1990 and entered Modef4 at approximately.2305 on June 26, 1990.
PERM-6, including both.of the above channels, was declared: inoperable on June 26,_1990 for. monitoring 1.
.the condenser air ejector effluent because of the high flow rates
-(>30 cubic feet per minute) of off-gases present.
It is known that flow g

-rates'>30 cubic feet per minute can result in moisture damage to PERM-6.
The Plant entered.' Mode 2 on July 5, 1990 and Mode 1 on July 10, 1990 with q
PERM-6-still declared inoperable.
On July 9, 1990,-the condenser air j
. ejector effluent flow rate was low enough to permit placing PERM-6 in
-service, but-it was determined that the in-line chiller was not functioning
-j i
due to a failed compressor motor. The purpose of the chiller is to remove-moisture at low effluent flow rates to prevent damage to PERM-6.
The chiller was repaired and PERM-6, including both of the above channels, was ifa^cid'ih~seiV15 eon' July 20, 1990.
