Special Report

' Limiting ConditionLfor Operation (LCO) 3.7.9 of the Trojan Technical Specifications requires a.Special Report be submitted if a 3-hour penetration fire barrier'is non-functional for' greater than seven days.

On October 14 and 17, 1986.two different 3-hour rated fire barriers were

- discovered to be nonfunctional for ' greater ' than seven days.

oOn October 14,.1986 it was determined through a review of design ~ documentation, that the fire barrier between the Control Building

'B' train switchgear room and the

'A' train electrical auxiliary room was rated for 1.5 hours5.787037e-5 days <br />0.00139 hours <br />8.267196e-6 weeks <br />1.9025e-6 months <br /> instead

-of 3 hours3.472222e-5 days <br />8.333333e-4 hours <br />4.960317e-6 weeks <br />1.1415e-6 months <br />.

The.cause of the occurrence was an inadequate evaluation of the barrier test specimen resulting in an inadequate design.

Additionally,Dit was determined'the bus duct through that barrier should be equipped with a fire stop.

Immediate action was taken to establish an hourly fire patrol'and. verify operability of the fire detectors for the areas.

Although a subsequent evaluation by PGE and an independent

. qualified fire protection engineer determined the wall is adequate based upon its-configuration and the fire areas' combustible loadings,'it is our plan to upgrade the wall to the status assumed in PGE's Fire Protection Plan.

The corrective action to upgrade the barrier to a 3-hour rating and to install the fire stop'in the bus duct will be completed by December 31, 1987.

'was nonfunctional and had been nonfunctional since initial construction..The discrepancy was-found as part of a comprehensive inspection'of all fire barrier penetrations.

No grouting or foam sealant had been installed in an area

'where-12 electrical cables penetrate:the fire' barrier'-lAn hourly fire-patrol was immediately established and the fire detectors in the area were determined to be operable in-accordance'with the Technical: Specification.' The barrier was restored to. functional status on October,24, 1986.
