Special Report 01-93 j

i Trojan Technical Specification (TTS) 3/4.7.9, " Penetration Fire Barriers",

requires, in part, the submittal of a Special Report if.a nonfunctional three-

.j hour fire barrier penetration protecting safety-related areas is not restored to functional status within seven days. TTS 3/4.7.8.2 requires; in part, the submittal of a Special Report if certain nonfunctional spray, sprinkler,;

l and/or deluge systems are not restored to functional status within 14-days.

On August 4, 1993, the Deluge System 19 deluge valve was. discovered inoperable

~f during surveillance testing. This system is required to be operable by TTS l

3/4.7.8.2 as it protects the electrical penetration area, and is needed for j

the electrical penetrations to function as three-hour-fire barriers as j

required by TTS 3/4.7.9.

The deluge valve failed the surveillance test due to normal wear of its internals. The TTS required fire watches were established and maintained until the deluge system was restored.-

-l Per the manufacturer's recommendation, the valve internals were replaced with the redesigned parts; however, this work was not completed until August 25, 1993.
