Special Report Limiting Condition for Operation (LCO) 3.7.9 of the Trojan Technical Specifications requires a Special Report be sub-mitted if a 3-hour fire barrier is nonfunctional for greater than seven days. On January 20, 1987, a 3-hour fire barrier was discovered to be nonfunctional for greater than seven days. It was determined by a fire protection review that roll-up fire door #69 (separating the Control Room from the entrance hallway) had been mechanically blocked open since May 10, 1986 to prevent personnel injury.

During routine maintenance on May 10, 1986, the roll-up door latch mechanism was determined to be faulty. Thus to prevent inadvertent falling, the roll-up door was blocked open. Compensatory measures described in Technical Specifica-tion 3.7.9 were fulfilled on May 10, 1986. The failure to report the disabling of the fire door within thirty days was an oversight by the plant staff.

Presently the: door is still blocked open, while the plant awaits parts ordered from the manufacturer. The estimated date for repair and return to service is September 1, 1987.
