1.0 INTRODUCTION

By letter dated January 28, 1997, Portland General Electric Cwpany (PGE) I submitted a request to change possession only license NPF-1 issued foi Trojan Nuclear Plant. The requested change would amend Trojan Pernanently Defueled  ;

Technical Specification 5.4.1 to delete the requirement for prior NRC approval of changes to the certified fuel handler training program (CFH).

2.0 BACKGROUND

The proposed amendment to the Trojan Permanently Defueled Technical '

Specifications revises Section 5.4, " Training," Subsecticr. 5.4.1 to authorize PGE to make changes to the CFH Training Program without prior NRC approval.

Revised Subsection 5.4.1 requires that the CFH retraining and replacement training program meet or exceed the requirements and recommendations of Section 5.5 of ANSI N18.1-1971, consistent with the level of hazard at the facility and to ensure the facility is maintained in a safe and stable condition. Revised Subsection 5.4.1 is consistent with the Westinghouse Improved Standard Technical Specifications and the NRC Safety Evaluation regarding License Amendment No. 191 addressing the authorization of the Trojan CFH Training Program in lieu of the IL CFR Part 55 operator licensing process dated May 6, 1993. In addition, the proposed amendment is consistent with the process of changing programs to reflect the changing status of a decommissioning facility as described in 10 CFR Part 50 and effective August 28, 1996.

On April 8,1993, PGE responded to a March ;2,1993 NRC Request for Additional l Information. The response concluded that, changes to the core topics will be l based on a logical assessment of changes in needs, using a systems approach to l training methodology. The systems approach to training (SAT) process used for

! the Certified Fuel Handler Program contains the following five key elerrents I

l and is intended to provide a training system that will ensure successful l performance on the job by trained individuals. The elements are:

l. Analysis of job performance requirements and training needs 1
2. Derivation of learning objectives based upon the preceding analysis l

3. Design and implementation of the training program based upon the i learning objectives j
4. Trainee evaluation
5. Program evaluation and revision The key elements listed above will be achieved by adhering to the objectives I established in NUREG-1220, Revision 1, " Training Review Criteria and  !

Procedures."

l The NRC reviewed the Trojan Nuclear Plant training rule (10 CFR 50.120) exemption request submittals of August 10, October 14, and October 21, 1993, l and granted the exemption from the training rule on the basis of Section III of the exemption.

The exemption became effective November 22, 1993.

3.0 EVALUATION The proposed amendment is consistent with current licensing practices and provides adequate confidence that appropriate SAT-based training of personnel who perform Certified Fuel Handler duties is conducted to ensure the facility is maintained in a safe and stable condition. There is no regulation that requires NRC prior approval of changes to the CFH Training Program.

Accordingly, the staff concludes that the proposed amendment to Trojan Permanently Defueled Technical Specification Subsection 5.4.1 is acceptable.

4.0 STATE CONSULTATION

In accordance with the regulations of the Commission, the Oregon State official was notified of the proposed issuance of the amendment. The State official had no comments.

5.0 ENVIRONMENTAL CONSIDERATION

The amendment changes a requirement with respect to recordkeeping, reporting, l or administrative procedures or requirements. Accordingly, the amendment l meets the eligibility criteria for categorical exclusion set forth in 10 CFR 51.22(c)(10). Pursuant to 10 CFR Sl.22(b) no environmental impact statement l

or environmental assessment need be prepared in connection with the issuance i of the amendment.

6.0 CONCLUSION

The Commission has concluded, based on the considerations discussed above, that (1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, (2) such activities will be conducted in compliance with the regulations of the Commission, and (3) the issuance of the amendment will not be inimical to the common defense and security or to the health and safety of the public.
