Rancho Seco Nuclear Generating Station Unit #1 PASS STATUS REPORT

SUMMARY

Dear Mr. Martin:

i Attached for your information is the bi-weekly update of the PASS Status Report Summary dated 9/?8/87. The report has been reformatted into a

~

narrative report which summarizes the status of Modifications, Testing,

. Procedures, Training, Maintenance and Spare Parts. This new format should be easier, to follow. A copy of this report has been provided to the Resident Inspector's Office.

Should you have any questions, please contact Bob Fraser at extension 4364 or Masa Nakeo at extension 3905.

Sincerely,  !

SUMMARY

The PASS is designed to sample the following three items:

1), Reactor Buildint Atmosphere.

'2) Decay Heat System

3) Reactor Coolant System' The Reactor Building Atmosphere sampling capability was tested by ~

'STP (Special Test Procedure) 432:and verified the system functioned-l properly. The procedure is undergoing.results review / approval.

The Decay Heat: System sampling capability willube tested by STP.430.

The test is on' hold pending receipt of replacement parts for tank l 1evel instrumentation. However, all testing associated with the  !.

acceptance criteria hes been completed. The analysis of boron.andL l j' chloride' concentrations in the Decay Heat System sample. met the _!

acceptance criteria 1, however, the sample' dilution accuracies were  !

slightly outside the 6% acceptance criteria. The dilution accuracy l

'for volume "S" was 7% (Boron measured 2.92 ppm versus 2.72 ppm l

. calculated) and the dilution accuracy for volume "T" was 9%.(Boron  !

measured 2.84 ppm versus 2.60 calculated). Nuclear Engineering will l l evaluate the test results and. acceptance criteria. I The Reactor Coolant System sampling capability will be: tested by.STP.

433 which is on hold pending incorporation of initial Test Working Group.(TWG) comments- . The' procedure will remain on hold until. Decay i Heat Sample testing is. complete and any problems have been' resolved. 1 This test will not be conducted until the Reactor is at 15% power so ]

that the liquid sample temperature will be at a maximum. j SYSTEM MODIFICATIONS j There are a total of seven open. Engineering Change Notices (ECNs) of which four are work complete and three are in progress. The status of each is as follows: j

(

1) Work Complete  !

l A-4711I ADD BACKUP SOURCE OF FLUSH AND COOLING WATER Release of this ECN is pending performance of STP.433.

R-0361 ADD DHS SAMPLE CHECK VALVES Release of this ECN is pending valve in-service leak checks with the RCS at normal temperature / pressure.

R-0488 HYDROGEN MONITOR / PASS SAMPLE LINE HEAT TRACING Release of this ECN is pending performance of STP 793 (Heat Tracing Functional Test).

R-0732 BACKUP LAB FOR PASS GRAB SAMPLES Release of this ECN is pending performance of STP.430.

2) Work In Progress

.x A-5735 ADD PASS ION CHROMATOGRAPH Work completion is pending changeout of a cannon plug and fabrication of a plexiglass cover for a chart recorder. Final release of this ECN is pending the performance of STP.430.

R-0285 REPLACE DECAY HEAT SYSTEM SAMPLE VALVES Work completion is pending receipt of spare parts for the repair of one sample valve followed by valve leak tests. The spare parts are now expected on 10/2/87. l Final release is pending work completion.

R-0559 SAMPLE COLLECTION AND ANALYSIS SKID (SCAS) CHANGES The only work pending is the installation of lighting in the vicinity of the SCAS. However, additional changes to the SCAS are anticipated as a result of system testing. Final release of the ECN is pending performance of STP.433. ,

Two additional minor ECNs are to be created. One will relocate the nitrogen bottles used for system flushing and dilution to the same room containing the PASS control panel. The second will replace the backup flush / dilution water conductivity indicator and demineralized, i presently being leased, with permanent equipment.

TESTING In addition to the three primary Special Test Procedures described in the

SUMMARY

there are five additional tests to be conducted. The l status of each is as follows:

STP.426 SAMPLING TIMES USING THE PASS Procedure development is on hold pending approval of the PASS Operating Procedures CHM-6001 (liquid sampling) and l CHM-6005 (containment atmosphere sampling). CHM-6001 and l CHM-6005 replace the old procedure AP.313-1. STP.426 will l Leasure the times required to perform these two procedures. l STP.428 MEASURMENT OF (SCAS) VOLUMES A AND B The procedure has been reviewed by the TWG (Test Working Group). Once their comments are incorporated additional TWG review is required. This procedure is on hold pending .1 completion of STP-793, STP-429 and STP-430.

STP.429 MEASUREMENT OF (SCAS) VOLUMES S AND T This procedure was performed and is in the results review /

approval phase.

STP.793 HYDROGEN MONITOR / PASS HEAT TRACING FUNCTIONAL TEST ,

This procedure was performed but there was some difficulty j in meeting the acceptance criteria. The test is on hold j i

Y. PROCEDURE

S There.are.five Chemistry procedures. associated'with.the PASS. Two l have been approved and'three~are in development. Of ,,he three not l yet' approved, one is in the review / approval phase and two, CHM-6001 l (PASS ~ liquid sampling)'and CHM-6005 (PASS containment atmosphere  !

sampling) are in final development. These two procedures have l replaced the old_ procedure AP.313-1. l I

TRAINING

'All: Chemistry Technicians have received four hours of formal class- ,

room. training. 'When procedures CHM-6001 (PASS liquid sampling) and l i CHM-6005'(PASS containment atmosphere sampling) are approved, oix  !  ;

Chemistry. Technicians will initially be given hands-on training. l i

PREVENTATIVE MAINTENANCE i 1

The PM program has been revlawed by the PM Supervisor. A list of instruments not. currently in the program was developed and will be i used to compile the necessary information to complete the PM ,

requirements.

SPARE PARTS Nuclear Engineering developed a list of spare parts and submitted it l to the Procurement Group. ,

NRC INSPECTION NO. 87-26 Action has been taken on two items of concern expressed at this and previous inspections. The first item, NUPAC Shipping Cask labeling, l has been closed,- and the second item concerns lead blanket shielding. l PASS LEAD BLANKET SHIELDING The lead blankets have been labeled as permanent shielding.

Small cable will be used to tie the blankets together and when that is done this item will be complete, i
