CONTROL ROOM FIRE DETECTION SYSTEM TECHNICAL SPECIFICATIONS Re: Haddam Neck Plant The Consnission has issued the enclosed Amendment No. 81 to Facility Operating License No. DPR-61 for the Haddam Neck Plant. This amendment is in response to your application dated May 30, 1986.

This amendment revises Technical Specifications 3.22 and 4.15 to add the control room Halon system to the technical specifications and to substitute the 18 smoke detectors associated with the new Halon system for the 10 existing smoke detectors in the control room. The amendment also deletes smoke detectors from the computer room / operations supervisors office.

The May 30, 1986 application referred to the design Halon gas concentration for the control room as being 6 percent. However, your letter dated August 16, i

1985, which delineated the design requirements for the fire suppression system, specifically stipulated that a 7 percent Halon gas concentration would be achieved. Our review of the control room fire suppression system was based on your August 16, 1985 submittal. Consequently, we consider the design basis for the control room fire suppression system to be a 7 percent concentration.

A Notice of Consideration of Issuance of Amendment to License and Proposed No Significant Hazards Consideration Determination and Opportunity for Hearing related to the requested action was published in the Federal Register on June 18, 1986 (51 FR 22232). No comments or requests for hearing were received.
