,., w q MAR 131987 ENCLOSURE 1 NOTICE OF VIOLATION

-Alabama Power Company Docket Nos. 50-348 and 50-364 Farley License Nos. NPF-2 and NPF-8 During the Nuclear Regulatory Commission (NRC) inspection conducted on January 11 - February 10, 1987, a violation of NRC requirements was identified.

The violation involved failure to follow procedures during replacement and cleaning of diesel generator lube oil strainer elements. In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions,"

10 CFR Part 2, Appendix C (1986), the violation is listed below:

Technical Specification 6.8.1.a requires that written procedures shall be established and implemented covering the activities referenced in Appendix "A" of Regulatory Guide (RG) 1.33, Revision 2, 1978. Section 9 of RG 1.33, Appendix "A", requires that procedures for the control of maintenance, repair and replacement should be established. System Operating _ Procedure FNP-0-SOP 38.2, Changing and Cleaning tube Oil Strainer on Diesel Generator, implements this requirement and requires that the lube oil strainer elements part number be verified.

Contrary to the above, on February 2,1987, it was discovered that FNP-0-SOP 38.2 had not been fully implemented in that diesel generator lube oil strainer elements were verified to have improper part numbers.

Subsequent review by the licensee identified a total of four out of five diesel generators had incorrect lube oil strainer elements.

This is a Severity Level IV violation (Supplement I).

Pursuant to the provisions of 10 CFR 2.201, Alabama Power Company is hereby required. to submit to this Office within 30 days of the date of the letter transmitting this Notice a written statement or explanation in reply including:

(1) admission or denial of the violation, (2) the reason for the violation if admitted, (3) the corrective steps which have beer taken and the results achieved, (4) the corrective steps which will be taken to avoid further viola-tions, and (5) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending the response time.
