ENCLOSURE 1 NOTICE OF VIOLATION Alabama Power Company Docket Nos. 50-348, 50-364 Farley License Nos. NPF-2, NPF-8 During the Nuclear Regulatory Comission (NRC) inspection conducted on February 29 - March 4,1988, a violation of NRC requirements was identified.
In accordance with the "General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1987), the violation is listed below:
10 CFR 50.54(q) requires that nuclear power reactor licensees follow and maintain in effect Emergency Plans which meet the requirements of 10 CFR 50, Appendix E and the planning standards of 10 CFR 50.47(b).
10 CFR 50.47(b)(15) requires that radiological emergency response training be provided to those who might be called upon to assist in an emergency.
10 CFR 50, Appendix E, Section IV.F requires that specialized initial and periodic retraining be provided for nine categories of emergency personnel.
Section VIII.B.1 of the Farley Emergency Plan states that annual retraining will be provided to seven categories of onsite emergency personnel.
Included in the categories of annual retraining are communications personnel responsible for the transmission of emergency information and instructions.
Additional training requirements are found in the Plant Administrative Procedure FNP-0-AP-45.
Contrary to the above, during the calendar year 1987, personnel designated as Operatiens Shift Aide who may be appointed by the interim Emergency Director (Shift Supervisor) to make initial notifications to the States and/or local authorities from the Control Room, did not receive the required annual retraining for comunications personnel.
This is a Severity Level IV violation (Supplement VIII).
Pursuant to the provisions of 10 CFR 2.201, Alabama Power Company is hereby requ h d to submit a written statement or explanation to the Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington, DC 20555, with a copy to the Regional Administrator, Region II, and a copy to the NRC Resident Inspector, within 30 days of the date of the letter transmitting this Notice.
This reply should be clearly marked as a "Reply to a Notice of Violation" and should include:

License Nos. NPF-2, NPF-8 the violation if admitted, (3) the corrective steps which have been taken and the results achieved, (4) the corrective steps which will be taken to avoid further violations, and (5) the date when full compliance will be achieved.
Where good cause is shown, consideration will be given to extending the response time.
If an adequate reply is not received within the time specified in this Notice, an order may be issued to show cause why the license should not be modified, suspended, or revoked or why such other action as may be proper should not be taken.
