e O ENCLOSURE 1 NOTICE OF VIOLATION Alabama Power Company Docket Nos. 50-348 and 50-364 Farley Units 1 & 2 License Nos. NPF-2 and NPF-8 During the Nuclear Regulatory Commission (NRC) inspection conducted on May 18-June 12,1987, a violation of NRC requirements was identified. The violation involved two examples of failure to establish procedures for control of test and other equipment. In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1986), the violation is listed below:

Technical Specification 6.8.1.a requires that applicable written pro-cedures recommended in Appendix A of Regulatory Guide (RG) 1.33, Revi-sion 2, 1978 be established and implemented. RG 1.33 specifies procedures for equipment control.

Administrative Procedure (AP) 52, Equipment Control and Maintenance .

Authorization, section 7.5.9 requires that proper test and restoration be I completed prior to functional acceptance of the work request and that a verification of valve lineup be performed prior to return to service.

Contrary to the above:

1. On May 8,1987, at approximately 12:30 p.m. the IB residual heat removal pump room cooler was returned to service without the required functional acceptance testing and valve lineup being performed which led to the inlet and outlet cooling water valves being left closed .'

until 11:05 p.m. on May 10, 1987. This also resulted in the total out of service time exceeding the 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> permitted by TS 3.5.2 Action Statement a.

2. The licensee failed to establish and implement a procedure establishing requirements for control of test and other equipment in safety related areas in that certain safety related areas contained testing equipment for electrical breaker testing, liftvig devices for rod control MG sets and ladders. None of the equipment was secured to prevent damage to safety related equipment in case of a seismic event.

This is a Severity Level IV Violation (Supplement I).

Pursuant to the provisions of 10 CFR 2.201, Alabama Power Company is hereby required to submit to this Office within 30 days of the date of the letter transmitting this Notice a written statement or explanation in reply including (1) admission or denial of the violation, (2) the reason for the violation if 8707.130404 870702 PDR ADOCK 05000348 G PDR
