ENCLOSURE 1 NOTICE OF VIOLATION Alabama Power Company Docket Nos. 50-348, 50-364 Farley License Nos. NPF-2, NPF-8 During the Nuclear Regulatory Commission (NRC) inspection conducted on October 19-23, 1987, a violation of NRC requirements was identified. The violation involved the failure of a licensee employee to wear the protective l

clothing required by a radiation work permit (RWP).. In accordance with the

" General Statement of Policy and Procedure for NRC Enforcement Actions,"

10 CFR Part 2, Appendix C (1986), the violation is listed below:

Technical Specification 6.8.1 requires that written procedures be established, implemented, and maintained covering the applicable procedures recommended in Appendix A of Regulatory Guide 1.33, November 1972. Regulatory Guide 1.33, Appendix A states that procedures for control of radioactivity should include a radiation work permit procedure.

Farley Health Physics Manual Paragraph 4.1.1.7, states that one of the responsibilities of the individual worker is to know and follow the requirements of the RWP under which he is working.

Contrary to the above, on October 20, 1987, the inspector observed a licensee employee performing work inside a controlled area without wearing the protective clothing required by RWP 0-87-0001A.

This is a Severity Level IV violation (Supplement IV)

Pursuant to the provisions of 10 CFR 2.201, Alabama Power Company is hereby required to submit to this Office within 30 days of the date of the letter transmitting this Notice a written statement or explanation in reply including:

(1) admission or denial of the violation, (2) the reason for the violation if admitted, (3) the corrective steps which have been taken and the results achieved, (4) the corrective steps which will be taken to avoid further violations, and (5) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending the response time.
